Job Title: Oracle HCM Solutions Analyst

Location: New York, NY (10004)
Schedule: 35 hours/week (7 hours/day, Monday-Friday)

Must Haves to Qualify:

  • Oracle Learning Cloud in Healthcare.
  • 2 full life-cycle Oracle Cloud HCM implementations.ย 

Position Overview

We are seeking a skilled Oracle HCM Solutions Analyst to support the implementation, configuration, and optimization of Oracle HCM Cloud solutions. This role will collaborate with HR, Payroll, IT, and other business units to translate business needs into scalable system solutions.

The ideal candidate will have strong experience in Oracle HCM modules, particularly Oracle Learning Cloud, and will play a key role in driving system enhancements, compliance tracking, and workforce training initiatives in a highly regulated environment.


Key ResponsibilitiesSolution Design & Implementation
  • Collaborate with business stakeholders to gather and translate HR requirements into Oracle HCM solutions
  • Configure and implement Oracle HCM modules including Core HR, Payroll, Time & Labor, Absence, Benefits, Reporting, and Learning
  • Lead design workshops to define learning structures, enrollment strategies, and compliance requirements
  • Architect and configure Oracle Learning Cloud (courses, certifications, learning paths, compliance programs)
  • Design automated learning assignment rules based on role, department, position, and location

Business Analysis & System Optimization
  • Perform gap analysis and recommend system improvements
  • Analyze complex business processes and propose scalable solutions
  • Support system integrations and enhancements within Oracle Fusion Cloud

Data, Reporting & Analytics
  • Develop dashboards and reports using Oracle Transactional Business Intelligence (OTBI)
  • Monitor training compliance, certification status, and workforce learning metrics
  • Provide insights into system utilization and workforce performance

Testing, Migration & Support
  • Lead User Acceptance Testing (UAT), document issues, and track resolutions
  • Support data migration activities, including legacy LMS data, ensuring accuracy and auditability
  • Provide post-implementation support and troubleshoot system issues

Compliance & Governance
  • Configure and track compliance training aligned with regulatory standards (e.g., safety, privacy, and operational requirements)
  • Maintain documentation for system design and compliance traceability
  • Ensure training completion tracking and reporting meets organizational and regulatory needs

Training & Stakeholder Collaboration
  • Develop training materials and conduct end-user training sessions
  • Act as a liaison between HR, IT, and business teams
  • Mentor junior analysts and serve as a functional escalation point

Required Qualifications
  • Bachelor's Degree
  • Hands-on experience with Oracle HCM Cloud (Core HR, Payroll, Time & Labor, Absence, Benefits, Reporting, Learning)
  • Experience with Oracle Fusion Cloud, integrations, and data migration
  • Strong understanding of HR processes and compliance-driven environments
  • Experience in at least 2 full lifecycle Oracle HCM implementations
  • Strong analytical, problem-solving, and communication skills
  • Oracle HCM Cloud certification(s)

Preferred Qualifications
  • Experience in healthcare or other highly regulated industries
  • Expertise in Oracle Learning Cloud configuration and compliance tracking
  • Familiarity with legacy LMS systems (e.g., PeopleSoft Enterprise Learning Management)
  • Experience with Redwood user experience enhancements
