Prevailance is seeking an experienced, mission-focused professional to provide Strategic Planning and Project Management Support to Naval Information Forces (NAVIFOR), the Navy’s Information Warfare (IW) Type Commander (TYCOM). NAVIFOR is responsible for organizing, manning, training, equipping, and maintaining Navy IW Forces and ensuring required levels of readiness afloat and ashore.


The Business System Analyst will contribute to the development, execution, and optimization of governance frameworks, strategic planning, and project management processes that enhance enterprise decision-making and support NAVIFOR’s mission priorities.


Key Responsibilities:

  • Support development and execution of cross-organizizational governance frameworks and decision models to streamline enterprise decision-making, including support to Information Warfare Training Committee functions
  • Develop strategic and tactical project plans that enhance mission support and organizational performance
  • Analyze project and program activities to identify opportunities for resource optimization and process improvement
  • Provide strategic planning support to align organizational functions, processes, and tasks for improved mission outcomes
  • Identify and employ strategic communication tools and tactics to build awareness and effectively disseminate messaging across NAVIFOR mission areas
  • Prepare high-level reports, point papers, and briefs for Flag/SES audiences
  • Provide administrative and management support, including task management, customer coordination, meeting organization, minute capture, report preparation/distribution, technical writing, and development of after-action reports and lessons learned
  • Support Knowledge Management (KM) initiatives to efficiently capture, communicate, and promote NAVIFOR N7 projects, products, processes, and services for internal and external stakeholders
  • Review doctrine, policy, requirements, concepts, and other technical documents from DoD, DON, industry, and academia to support IW TYCOM objectives
  • Support Cross-Functional Teams (CFTs) and Integrated Process Teams (IPTs) in assessing and improving IW readiness, identifying training readiness gaps, and addressing integration touchpoints
  • Develop process standards, certification best practices, and recommendations for continuous improvement
Requirements:

Qualifications:

  • Ability to refine and develop business intelligence strategies supporting NAVIFOR resource management and readiness generation processes across all phases of the NWTS, integrated with the USFFC NRRE
  • Ability to balance, integrate, and align long-term strategic objectives with near-term program, project, and plan execution
  • Ability to identify and validate Mission Essential Tasks, conditions, and standards for IW disciplines and capability areas in support of Fleet and platform TYCOM CRAs
  • Understanding of Strategic Planning, Project Management, and Navy Warfare Training System (NWTS) processes, including Mission Essential Task List (METL) development
  • Knowledge of the Navy Readiness Reporting Enterprise (NRRE) family of systems
  • Knowledge to support readiness assessment methodologies, including the Navy Performance Improvement Educational Resource (NPIER) methodology, enabling root-cause analysis and prioritized solution development aligned to the NWTS continuous process improvement framework
  • Proficiency with Microsoft Office Suite
  • Strong analytical, critical-thinking, and problem-solving skills
  • Excellent written and oral communication skills

Desired:

  • Familiarity with Navy organizational structure, rank, and grade hierarchy
  • Knowledge of Navy terminology and Information Warfare operational concepts

Education:

  • Bachelor’s Degree in Business Management, Operations Research / Management, Information Technology, Computer Science, or a related field

Clearance:

  • Possess and maintain a Top Secret / SCI Clearance
