Position Overview:
  • The Network Construction Manager (Fiber Construction) is responsible for managing fiber construction projects across outside plant (OSP) and inside plant (ISP) environments, including aerial and underground facilities.
  • This role oversees the full construction lifecycle — from project qualification and design through punch-list and close-out — ensuring projects are delivered safely, on time, within budget, and in accordance with client and internal standards.
  • The ideal candidate has strong experience with local and state permitting, utility pole and conduit licensing procedures, and demonstrated success managing multiple construction vendors and projects simultaneously.

Key Responsibilities:
  • Partner closely with Fiber Engineering teams during project development.
  • Conduct constructability reviews aligned with project specifications.
  • Develop and issue construction bid packages; competitively bid to subcontractors.
  • Manage all external vendors to ensure timely, cost-effective completion.
  • Oversee development of permitting and construction plans.
  • Coordinate permitting and licensing activities with local and state agencies.
  • Order and track delivery of third-party materials.
  • Manage field construction activities, schedules, and subcontractors.
  • Attend client and internal status meetings.
  • Provide milestone updates and communicate schedule and budget impacts to leadership.
  • Maintain accurate records within project tracking systems.
  • Serve as site Safety Observer and Quality Assurance representative.
  • Ensure compliance with construction standards, processes, and safety programs.
  • Monitor prevailing construction rates and negotiate vendor costs.
  • Identify and resolve field issues to protect project schedule and budget.

Required Qualifications:
  • High school diploma or equivalent.
  • Minimum 2-year technical degree or equivalent work experience.
  • Valid driver's license.
  • 1–3 years of construction experience.
  • 1–3 years telecommunications experience.
  • 3+ years supervising contractor construction (preferred.)

Technical Knowledge (Preferred):
  • Outside Plant (OSP) construction – aerial & underground.
  • Grounding & Bonding testing.
  • RF Sweep testing.
  • OTDR and Optical Power Meter testing.
  • Passive Intermodulation (PIM) testing.
  • Working knowledge of NESC, NEC, and OSHA standards.

Skills & Competencies:
  • Strong project management and organizational skills.
  • Excellent attention to detail.
  • Ability to manage multiple projects simultaneously.
  • Strong vendor negotiation skills.
  • Proficient in Microsoft Office (Excel, Word, PowerPoint, Visio.)
  • Strong interpersonal and communication skills.
  • Ability to perform in a fast-paced, problem-solving environment.
  • PMP certification (preferred.)
