Navarro Research and Engineering is recruiting a Technical Consultant - I (3963) in Carlsbad, NM.

Position Summary 

The Technical Consultant - I provides program management oversight of the Waste Isolation Pilot Plant (WIPP) Management and Operating contractor. The position supports the SOID Project Manager by performing project management functions across surface and underground operations, waste receipt and emplacement, waste transportation, Minor Construction Project installation, and Earned Value Management System activities used to evaluate contractor cost and schedule performance. 

Responsibilities 

  • Provide program management oversight of the WIPP Management and Operating contractor. 
  • Oversee surface and underground operations within the assigned program management scope. 
  • Monitor waste receipt and emplacement activities. 
  • Oversee waste transportation activities associated with WIPP operations. 
  • Monitor the installation of Minor Construction Projects. 
  • Evaluate Earned Value Management System activities and the cost and schedule performance of the WIPP Management and Operating contractor. 
  • Perform project management functions as a resource assigned to the SOID Project Manager. 

Requirements

  • Demonstrated expert knowledge and specialized experience in hazardous or nuclear waste generation or waste management; experience as a Resource Conservation and Recovery Act regulator or facility expert; or expertise in a technical discipline associated with operation of a nuclear facility or laboratory, as approved by the Contracting Officer. 
  • Ability to provide oversight across nuclear facility operations, waste management activities, transportation activities, Minor Construction Projects, and contractor cost and schedule performance. 
  • Ability to work onsite at the WIPP site four days per week on a 4/10 work schedule. 
  • Ability to satisfy the specialized-need requirements of the Technical Consultant - I labor category, as approved by the Contracting Officer. 

Preferred Qualifications 

  • Experience supporting program or project management oversight at WIPP or another DOE nuclear facility. 
  • Experience evaluating Management and Operating contractor performance using Earned Value Management System cost and schedule information. 
  • Experience coordinating across surface operations, underground operations, waste management, transportation, and minor construction activities. 

Education and Experience 

Bachelor's degree in an applicable field of study with 15 years of experience; OR a master's degree in an applicable field of study with 10 years of experience; OR a Ph.D. in a related discipline with five years of experience, as approved by the Contracting Officer.
