Program Management Operations Manager
We are seeking a highly organized, results-driven Operations Manager to facilitate the integration of efforts between the project management, annotation, quality, data science, and training organizations in alignment with the Project Management Process, per EI's Operations Manual, with a focus on driving efficiencies and continuous improvement.
The core mission of this position is to support the seamless, high-volume production and delivery of labeled imagery based on daily, weekly, and monthly cadences set by the Operations Manual and customer contracts. You will be responsible for measuring productivity goals, and quality standards, working closely with the project managers to identify and remediate process breakdowns. The successful candidate will be a team player, a proactive problem solver, and an effective communicator who takes a data-driven approach to align cross-functional teams in a fast-paced organization.
Responsibilities
  • Labeling Projects: Coordinate PMO planning to help ensure projects are properly staffed and milestones are well established to foster consistent, high-volume, high-quality labeling throughput.
  • Team Alignment: Provide guidance, mentorship, and performance feedback to Project Managers, to help the PMO is aligned with the Training, Annotation, Quality, and Data Science teams.
  • Workflow Optimization: Evaluate and recommend process improvements for the integration of the operational departments to eliminate bottlenecks and maximize efficiency, without sacrificing overall quality or contractual deadlines. Monitor resource allocation and forecast project staffing.
  • Operational Reporting: Synthesize complex operational data into clear, concise weekly and monthly operational performance reports for senior leadership and PMO analytics.
  • Documentation: Collaborate with the Director of Program Management on the creation and maintenance of clear standard operating procedures (SOPs) and ensure they are communicated and accessible via internal communication frameworks.

Required Qualifications and Skills
  • Experience: 5+ years of operational or project management experience, preferably within a PMO, data production, government, or high-volume technical operations environment.
  • Teamwork Oriented: Proven track record of successfully operating within and across multi-tiered teams, including senior leadership, project managers, and hourly staff.
  • Data & Metrics Driven: Proficiency in utilizing data analytics to track productivity and quality metrics (e.g., compliance, error rates, utilization).
  • Organizational Skills: Exceptional organizational abilities with the capacity to juggle shifting priorities, tight deadlines, and complex logistical challenges seamlessly.
  • Communication Skills: Superior oral and written communication skills. Must be adept at writing reports, delivering presentations, and fostering clear communication across diverse teams.
  • Government Clearance: Must have a TS/SCI clearance with the ability to obtain a CI Poly.

Desired Experience:
  • Experience in geospatial industries, GIS, or managing data annotation pipelines for Machine Learning/Artificial Intelligence (AI) models.
  • PMP, Agile/Scrum, or Six Sigma Green/Black Belt certifications.
  • Familiarity with data labeling tools, geospatial software, and Microsoft Office tools
