Company Description
The Program Manager is responsible for leading the planning, coordination, and delivery of strategic technology initiatives that support ministry and operational goals across CCV. This role partners closely with ministry leaders, departmental stakeholders, InterTech leadership, internal technical teams, and external vendors to ensure that active initiatives remain aligned to organizational priorities and are progressing with clarity, accountability, and excellence. The Program Manager will also create and maintain project and product roadmaps, facilitate requirements gathering, manage dependencies and risks, and help establish a healthy prioritization process for active work.
Job Description
Key Responsibilities
  • Partner with ministry and departmental leaders to gather, document, clarify, and refine business, operational, and ministry requirements for new and existing technology initiatives.
  • Translate stakeholder needs into actionable plans, clearly defined scopes, and prioritized workstreams in collaboration with technical teams and leadership.
  • Create, communicate, and maintain project and product roadmaps that provide visibility into timelines, milestones, dependencies, risks, and strategic outcomes.
  • Work closely with InterTech leadership to maintain prioritization of active initiatives, balancing organizational impact, resource capacity, urgency, and long-term strategy.
  • Lead cross-functional coordination across internal teams, ministries, and departments to ensure alignment, remove blockers, and keep work moving forward.
  • Prepare and communicate updates, recommendations, and status reports to stakeholders and leadership with clarity and professionalism.
  • Manage third-party vendors and partner relationships, including engagement, communication, accountability, deliverables, timelines, and service quality.
  • Provide direction and coordination for internal staff and project contributors, helping ensure ownership, follow-through, and healthy collaboration across workstreams.
  • Facilitate project planning activities such as discovery, roadmap development, milestone planning, risk identification, issue resolution, status reporting, and change management.
  • Monitor progress across related initiatives and proactively identify and manage risks, dependencies, and opportunities for course correction.
  • Support continuous improvement of program delivery practices, documentation standards, and collaboration processes within InterTech and across partner ministries.
  • Help ensure solutions are implemented in ways that are practical, scalable, supportable, and aligned to CCV's mission and values.

Qualifications

  • Proven experience managing complex programs, projects, or product initiatives that involve multiple stakeholders, competing priorities, and cross-functional teams.
  • Demonstrated strength in requirements gathering, stakeholder communication, roadmap planning, and execution oversight.
  • Experience managing third-party vendors and coordinating the work of both internal staff and external partners.
  • Strong organizational, communication, facilitation, and problem-solving skills with the ability to move initiatives from concept to delivery.
  • Ability to work effectively with both technical and non-technical stakeholders, including ministry and departmental leaders.
  • Comfort operating in a fast-paced environment with evolving priorities and high collaboration needs.
  • Knowledge of mobile application development and/or cloud-based systems is a plus.
  • Experience working with Microsoft Azure is highly desired.
  • Experience with project or product management tools such as Azure DevOps, Jira, Monday.com, or similar platforms is helpful.
