Position Summary:
The Process Safety Manager is responsible for developing, implementing, and continuously improving the organization's Process Safety Management (PSM) and Risk Management Program (RMP) systems. This role promotes compliance with OSHA PSM, EPA RMP, and recognized industry standards while driving a strong process safety culture, risk reduction, operational excellence, and regulatory compliance across Kuraray America sites.
Responsibilities:
Process Safety Leadership
  • Promote and sustain a strong process safety culture throughout the organization.
  • Provide leadership commitment and accountability for process safety performance.
  • Establish clear roles, responsibilities, and expectations for process safety programs.
  • Communicate the need for adequate resources, training, and management systems support process safety objectives.

Process Management & Compliance
  • Develop, implement, and maintain Corporate Process Safety Management (PSM) and EPA Risk Management Program (RMP) elements.
  • Audit compliance with applicable regulations, industry codes, standards, and Recognized and Generally Accepted Good Engineering Practices (RAGAGEP).
  • Manage regulatory reporting requirements and maintain documentation supporting compliance efforts.
  • Oversee RMP Public Data Tool requirements and related regulatory obligations.

Risk Management
  • Lead or participate in Process Hazard Analyses (PHA), Layers of Protection Analysis (LOPA) risk assessments, and hazard identification activities, if necessary.
  • Prioritize corrective actions based on risk severity and business impact.
  • Support Facility Siting Studies and Safer Technology and Alternatives Analysis (STAA) initiatives where applicable.
  • Apply hierarchy of controls principles to reduce process safety risks

Engineering & Asset Integrity
  • Maintain and review Corporate Standards related to Process Safety Information (PSI) and Engineering Standards.
  • Ensure Corporate Engineering Standards comply with applicable API, ASME, and other consensus standards (RAGAGEP).
  • Support site Mechanical Integrity (MI) and equipment reliability programs for process equipment risk reduction and utilization.
  • Support site design, construction, inspection, maintenance, and pressure relief system programs.
  • Ensure effective application of RAGAGEP throughout equipment lifecycle management.

Operational Excellence
  • Develop, review, and maintain Corporate PSM Standards on site Operating Procedures (OP), operating practices, and safe work practices related to process safety.
  • Develop, review, and maintain Corporate PSM Standards on Management of Change (MOC) processes.
  • Support site conduct of operations initiatives to ensure safe and reliable performance.

Incident Investigation
  • Lead incident investigations and root cause analyses, as needed.
  • Audit Corporate and site corrective action processes and verify implementation effectiveness through site management and senior leadership teams.
  • Coordinate stakeholder outreach and communication related to process safety initiatives.

Assurance & Continuous Improvement
  • Develop and coordinate Corporate process safety audits and compliance assessments.
  • Develop process safety performance indicators and metrics.
  • Monitor program effectiveness through performance assurance activities.
  • Drive continuous improvement initiatives based on audits, investigations, and operational performance data.
  • Conduct management reviews and provide recommendations for improvement, as needed.

Minimum Qualifications:
  • Bachelor's degree in engineering, safety, Chemical Engineering, Mechanical Engineering, or a related technical field.
  • Minimum of 10 years of manufacturing experience within chemical, petrochemical, refining, specialty chemicals, or related process industries.
  • Minimum of 7 years of direct Process Safety Management experience supporting OSHA PSM and EPA RMP regulated facilities.
  • Minimum of three years leading or facilitating PHAs (HAZOP, What-If, FMEA, LOPA).
  • Experience developing and implementing corporate standards, policies, and management systems across multiple location.
  • Experience implementing or managing OSHA PSM and/or EPA RMP programs.
  • Strong knowledge of process safety principles, hazard analysis methodologies, and risk management practices.
  • Understanding of industry standards including RAGAGEP, API, ASME, NFPA and related engineering codes.
  • Experience leading incident investigations, audits, and management of change activities
