Description
Oneida Professional Services (OPS) is actively seeking a highly motivated, full-time Policy Analyst in Falls Church, VA, with occasional travel to other performance locations.
*This position is contingent upon the award of a federal contract.
Performance will predominantly occur at the Defense Health Headquarters (DHHQ), supporting the Bureau of Medicine and Surgery, with additional locations near Portsmouth, VA; Jacksonville, FL; San Diego, CA; Camp Pendleton/Oceanside, CA; and Los Alamitos, CA. Work is expected to follow a 60/40 split between Government and Contractor sites at DHHQ, with remote work opportunities available subject to Government approval.
Key Responsibilities:
  • Draft, review, and revise policies, SOPs, CONOPS, and implementation plans related to Federal Coordinating Center (FCC) operations.
  • Support policy development efforts and ensure alignment with DoD and federal guidance.
  • Provide expertise in DoD interagency coordination and assist with action officer responsibilities.
  • Analyze existing policies and recommend improvements to enhance operational effectiveness and compliance.

Requirements
Minimum Qualifications:
  • Bachelor's degree in a relevant field (Public Policy, Emergency Management, Homeland Security, or related discipline).
  • Minimum of 5 years of relevant professional experience; OR in lieu of degree, 10 years of progressively responsible experience.
  • Successful completion of the Federal Coordinating Center (FCC) Course within the last 3 years or willingness to enroll within 180 days upon onboarding.
  • U.S. Citizenship required.
  • Ability to obtain and maintain a Tier 3 security clearance with SECRET eligibility (required for FCC-related duties); or Tier 3 clearance (No Eligibility) for other functions.
  • Proficiency with Microsoft Office Suite and collaboration tools.
  • Excellent written and verbal communication skills.
Preferred Qualifications:
  • Experience supporting policy development within DoD or federal agencies.
  • Strong understanding of FCC and NDMS-related policies and frameworks.
  • Experience advising leadership on policy interpretation and implementation.
  • Advanced analytical and technical writing skills.
