Job description

The State/Local Government Fleet Business Operations Manager is responsible for providing operational leadership and execution support for Stellantis' State and Local Government Fleet business. This role serves as the central coordination point for performance reporting, pipeline management, bid operations, pricing actions, dealer communications, training initiatives, and cross-functional collaboration. The position supports Regional Sales Managers and leadership by driving process discipline, improving operational efficiency, and ensuring consistent execution across all State and Local Government sales regions.
Key Responsibilities:
Performance & Pipeline Execution
  • Track regional performance, sales objectives, active pursuits, bid timing, forecast gaps, and pipeline progression.
  • Develop and maintain reporting tools that provide visibility to sales performance, opportunity management, and regional execution.
  • Prepare leadership reports that identify risks, opportunities, and strategic actions required to achieve business objectives.

Bid System & Opportunity Management
  • Maintain State/Local bid platforms and ensure opportunity visibility within GovSpend, Salesforce, and other business systems.
  • Coordinate RFP tracking, contract renewals, submission deadlines, and bid-award reporting.
  • Establish and reinforce bid-management processes that improve submission readiness and execution consistency.
  • Monitor opportunity pipelines and partner with Regional Sales Managers to ensure timely follow-up on active opportunities.

Pricing, Incentive & Contract Support
  • Coordinate pricing actions, incentive communications, contract requirements, and escalation activities with internal stakeholders.
  • Work closely with Finance teams to support competitive bid submissions and contract compliance.
  • Track incentive effectiveness and communicate approved incentive programs to the sales organization and dealer network.
  • Support pricing approvals and ensure timely resolution of issues affecting customer proposals and contract awards.

Dealer & Field Communications
  • Serve as the primary operational point of contact for dealer updates and program communications.
  • Develop and distribute regular communications regarding incentives, pricing actions, contracts, ordering processes, and program updates.
  • Help resolve operational issues impacting customer orders, deliveries, and fleet account support.

Training & Process Discipline
  • Support onboarding and training activities for Regional Sales Managers and new Government Sales personnel.
  • Develop and maintain standard work, operating procedures, training materials, and business-process documentation.
  • Drive system adoption and process compliance across Salesforce, GovSpend, WAVE, and other supporting platforms.

Cross-Functional Coordination
  • Partner with Pricing, Finance, Product Planning, Marketing, Fleet Operations, Legal, Supply Chain, dealers, and upfit partners to remove execution barriers.
  • Coordinate follow-up actions and ensure accountability for key business initiatives.
  • Escalate critical issues and track resolution through completion.

Value Creation Program Management
  • Support Government Sales leadership in identifying, tracking, and executing Value Creation Program initiatives.
  • Maintain project status updates within the WAVE tool and report initiative progress to leadership.
  • Coordinate cross-functional activities that support revenue growth, operational efficiency, and customer satisfaction.

Law Enforcement Testing & Evaluation Oversight
  • Coordinate law enforcement vehicle evaluations, ride-and-drive events, product demonstrations, and agency testing programs.
  • Manage communication between agencies, engineering teams, fleet operations, and field personnel.
  • Track agency feedback and competitive benchmarking results to support future product and business decisions.

Basic Qualifications:
  • Bachelor's degree in Business Administration, Operations Management, Finance, Marketing, or a related field.
  • 8+ years of experience in sales operations, business operations, fleet management, account management, or a related business discipline.
  • Knowledge of government fleet operations, public sector procurement, and contract management preferred.
  • Strong analytical and problem-solving capabilities with demonstrated experience utilizing data to drive decision-making.
  • Strong communication, organizational, and relationship-management skills.
  • Proficiency with Salesforce, Microsoft Office Suite, Power BI, and business reporting tools.
  • Experience supporting government, fleet, contract management, or public sector operations is preferred.
  • Candidate to work in office at Auburn Hills if local.
