Job Description
Provide executive-level assistance to the Executive Director in the strategic leadership, operation, and continuous improvement of all Center programs and services. The Deputy Director provides broad oversight of TEA and ESC initiatives, operational, and administrative functions; ensures alignment with Board policy, statutory and regulatory requirements; and supports the effective delivery of Education Service Center services to LEAs within Region 2. This role requires center-wide leadership, cross-departmental coordination, fiscal oversight, and direct supervision of senior leadership staff to ensure organizational effectiveness, accountability, and sustainability
Education Qualifications:
  1. Master's degree in education or a related field, Doctorate preferred
  2. Valid Texas supervisory certificate or other appropriate certificate/license

Experience:
  1. Superintendent or Assistant Superintendent experience (5) years or more
  2. Central office and senior-level administrative experience required (Superintendent/Assistant Superintendent
  3. Experience supervising professional staff and managing multiple programs and budgets
  4. Experience supervising current TEA initiatives at district level

Special Knowledge and Skills:
  1. Broad knowledge of public education systems, accountability frameworks, and ESC operations
  2. Strong leadership, communication, and interpersonal skills
  3. Ability to manage and align multiple programs, budgets, and departments
  4. Demonstrated experience with strategic planning, performance management, and organizational improvement
  5. Ability to interpret policy, procedures, statutes, and regulatory requirements
  6. Capacity to lead complex initatives in a fast-paced, high-accountability environment

Major Responsibilities and Duties:
  1. Assist the Executive Director in the planning, operation, and evaluation of all Center programs and services
  2. Oversee and manage TEA and ESC initiatives (TSL, LIFT, and other initiatives)
  3. Provide leadership and direction to Associate Directors and other senior staff
  4. Ensure alignment of departmental goals with Board policy, Center priorities, and strategic plans

Specific Responsibilities and Duties:
  1. Provides for the administration and demonstrates responsible fiscal control over all assigned budgets and follows assigned budget procedure associated with grants, federal, and local budgets
  2. Effectively manages and maintains facility needs to ensure the assigned department is conducive to effective personnel performance
  3. Monitor budget expenditures on a regular basis for appropriateness and adherence to timelines
  4. Ensure appropriate use of funds to accomplish program/services objectives
  5. Develop, monitor, and manage program budgets

Organizational Improvement:
  1. Support collaborative efforts to improve the overall efficiency and effectiveness of the Center
  2. Participate in policy and procedure reviews to ensure alignment with best practices and regulatory requirements
  3. Promote a positive organizational culture characterized by professionalism, collaboration, transparency, and shared leadership
  4. Assist in clarifying and pursuing a common vision for organizational improvement
  5. Serve as a representative of ESC Region 2 with LEAs, TEA, other ESCs, and community partners
  6. Support ESC-LEA-community relations that promote understanding of and support for Center programs and services
  7. Demonstrate professionalism, discretion, and ethical leadership in all external and internal interactions

Professional Growth and Development:
  1. Demonstrate a professional attitude and employ professional ethics in relationships with external clients, internal staff, and the community
  2. Participate collaboratively with regional LEAs, other ESCs, and the Texas Education Agency representatives to enhance services and support to LEAs statewide
  3. Serve as a representative of ESC-2 displaying courtesy, tact, consideration, and discretion in all interactions with other members of the education community and with the public
  4. Develops ESC-LEA-Community relations which promote understanding of and support for the goals and objectives of the organization and the center
  5. Demonstrate self-confidence and poise in representing ESC-2 at community events
  6. Seek opportunities to learn about current and emerging programs and services to identify and anticipate service and product needs

Program Management:
  1. Provide executive oversight for the design, implementation, and evaluation of Center programs and services, ensuring effectiveness and alignment with LEA needs
  2. Support and monitor program performance across departments using data, metrics, and continuous improvement practices
  3. Participate in Planning and Performance Management (PPM) initiatives, contributing to center-wide goal setting, tracking, and reporting
  4. Promote innovation and support the development of new programs, services, and funding strategies
  5. Assist in the development, monitoring, and oversight of Center budgets, including local, state, federal, and grant funds
  6. Ensure responsible fiscal control, compliance with funding requirements, and appropriate use of resources
  7. Monitor budget expenditures for accuracy, timelines, and alignment with program goals
  8. Support facility planning and resource allocation to ensure effective staff performance
  9. Supervise, coordinate, and evaluate the performance of assigned personnel and senior leadership
  10. Support workforce planning, personnel selection, and leadership development across the Center
  11. Promote accountability, collaboration, and professional growth among staff
  12. Ensure personnel practices are consistent with policy, law, and organizational standards
