Advanced Decision Vectors, LLC (ADV), established in 2009, provides superior program management, program support, strategic planning, and systems engineering to the Federal and Commercial sectors. Located in Alexandria, Virginia, ADV is a Small Disadvantaged Business (SDB) contractor that has roots established in the Department of Defense and support agencies. We are seeking a Special Technical Operations (STO) Planner for USCENTCOM AOR. All personnel shall be capable of working independently, demonstrating strong communication, analytical, and problem-solving skills.
  • This position is located at Shaw Air Force Base, SC. This will require 100% on site support due to clearance requirements.
  • Required ACTIVE Top Secret/SCI clearance with recent adjudication meeting SAP eligibility standards.

This important role will support United States Air Forces Central (USAFCENT) in operational planning, special technical operations, and logistics planning within the United States Central Command (USCENTCOM) Area of Responsibility (AOR). The selected candidates will play a key role in supporting USAFCENT's mission by developing and executing operational plans, conducting contingency planning, and integrating specialized capabilities into Air Force operations.
Key Responsibilities:
  • Serve as a STO Planner during contingency and deliberate planning efforts, ensuring effective integration of Special Access Programs (SAP).
  • Apply Joint Publication 5-0 for military operational planning, constructing secure plans using Integrated Joint Special Technical Operations (IJSTO) parameters.
  • Conduct evaluations of SAP capabilities and provide high-level briefings to senior officials.
  • Provide PDAS, JOPES, and CV2 training to assigned USAFCENT STO personnel.
  • Serve as the primary liaison for STO activities and maintain documentation regarding mission changes and technological advancements.
  • Conduct liaison efforts with DoD, intelligence agencies, and national-level agencies to ensure effective coordination of STO planning efforts.

Qualifications:
  • Operational knowledge of the Joint Operational Planning and Execution System (JOPES).
  • Completion of IJSTO Planning and Decision Aide System (PDAS) training within 90 days of assignment.
  • Strong background in classified operations planning, SAP integration, and strategic analysis.

Needed Experience/Requirements:
  • Must possess an active Top Secret/SCI clearance with recent adjudication meeting SAP eligibility standards.
  • Must have had a favorable clearance adjudication within the past 12 months and be subject to a random CI-scope polygraph.
  • Strong written and verbal communication skills in English.
  • Exceptional customer service and organizational skills.
  • Experience in numbered Air Force, component command staff, or higher-level headquarters (or equivalent service experience).
  • Must be capable of deploying CONUS and OCONUS as required.
  • Ability to work independently and collaboratively in high-pressure environments.
  • Strong time management and prioritization skills.

Work Location & Schedule:
  • Location: Onsite (no telework) - United States Air Forces Central (USAFCENT), Shaw AFB, SC.
  • Duty Hours: Monday - Friday, 0730-1700 (subject to mission requirements).
  • Personnel may be required to work beyond a 40-hour workweek but shall not exceed an 80-hour two-week period without approval.
  • Travel may be required both CONUS and OCONUS.
