Job description

Job Overview

The Logistics Manager serves as the senior leader responsible for planning, directing, and coordinating all logistics operations supporting Hillsborough County Fire Rescue (HCFR). This role ensures the efficient delivery of missioncritical services including supply chain management, fleet and equipment coordination, facilities support, safety programs, and disasterresponse logistics.

The Logistics Manager provides strategic leadership, develops longrange logistics capabilities, and ensures readiness for daily operations, major incidents, and countywide emergencies. This position integrates closely with HCFR leadership, external agencies, and regional partners to maintain operational continuity and compliance with local, state, and federal regulations.

The ideal candidate will possess a combination of education, technical expertise, and progressive leadership experience in logistics, emergency services, or a related operational environment. Preferred qualifications include: 

  • Bachelor's Degree in Business Administration, Logistics, Supply Chain Management, Emergency Management, or a related field.
  • Forklift or industrial equipment operator certification, when applicable to the assigned duties.
  • Progressive experience managing large-scale inventories, high-volume work order systems, or emergency response logistics.
  • Demonstrated experience leading logistics operations, managing resources, and coordinating complex, time-sensitive activities. 
  • Experience working in Fire Rescue, emergency management, public safety, municipal operations, or a comparable environment is highly desirable.

Duties and Responsibilities

  • Provide executivelevel oversight of logistics operations, ensuring alignment with department goals and County policies.
  • Lead and supervise logistics personnel, including managers, coordinators, technicians, and administrative staff.
  • Oversee procurement, warehousing, inventory management, and distribution of critical supply items, consistent with responsibilities noted for logistics leadership positions.  
  • Maintain and enhance property management systems, including accountability for vehicles, capital equipment, and records management programs.
  • This position is a member of the Fire Department's Command Staff that responds to major fires and rescue operations, assumes an on-scene command role within the incident command system, and provides on-scene supervision of firefighters and paramedics.
  • Manage logistical coordination during activations, including resource staging, supply movement, and infrastructure support.
  • Lead internal department safety initiatives including training, hazard assessments, and budget planning for compliance requirements. 
  • Develop logistics strategy supporting HCFR's longterm mission, workforce sustainability, and servicedelivery effectiveness.
  • Identify workforce, inventory, and fiscal challenges; provide solutions and implement improvements.
  • Apply performance measures, operational analytics, and processimprovement methodologies to enhance efficiency.

  • Ability to negotiate and maintain effective professional relationships with vendors, contractors, service providers, government agencies, and mutual-aid partners.
  • Proficiency with Microsoft Office and inventory, procurement, asset-management, fleet-management, or enterprise resource-planning systems.
  • Ability to work effectively with Fire Rescue personnel, executive leadership, government officials, contractors, partner agencies, and the public.
  • Ability to respond to emergencies and work extended, irregular, or nontraditional hours when operational circumstances require.

Work Conditions and Physical Effort

This position primarily operates in an office and logistics/warehouse environment but may require regular visits to Fire Rescue stations, facilities, fleet locations, and emergency scenes. The position may require work outside normal business hours, including nights, weekends, holidays, and during emergencies, disasters, severe weather, or other critical incidents.

The position may require occasional lifting, carrying, moving, or inspecting equipment and supplies and working in environments where exposure to heat, smoke, hazardous materials, weather conditions, or other emergency-service hazards may occur.

Heavy Work - Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

Minimum Qualifications

  • Associate degree from an accredited college or university in a related field, combined with extensive progressively responsible logistics leadership and management experience.; AND
  • Minimum 5-7 years of supervisory experience (Fire Company Officer or higher) in logistics, emergencymanagement logistics, supplychain operations, or comparable publicsafety environments; AND
  • Valid Florida Driver's License; AND
  • Firefighter Certification and Emergency Medical Technician (Paramedic Preferred); AND
  • Additional FEMA ICS certifications (ICS 100/200/300/400, NIMS) required within six months of hire.

Emergency Management Responsibilities

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
