Job description

JOB TITLE

[Biz Admin] (GAF) Program Operations Specialist

WHAT YOU WILL DO

The General Affairs Specialist is responsible for the operational leadership of a wide range of administrative functions that support the organization's daily operations. This includes overseeing facility management, employee services, vendor and contract oversight, corporate service programs, and cross-functional project execution. The role plays a vital part in maintaining a safe, efficient, and supportive workplace environment, while ensuring alignment with company policies, compliance standards, and broader organizational goals.

Key Responsibilities
1. Project Management
    Lead cross-functional small & medium size projects including system implementation, infrastructure enhancement, workspace renovations, and process improvement initiatives.
    Define project scope, budget, and timelines; report key milestones and results to senior leadership.
    Collaborate with Engineering, IT, Safety, and external contractors to ensure timely and compliant project delivery.
    Perform risk assessments and apply mitigation strategies for high-impact initiatives.
2. Operation & Facility Management
    Monitor day-to-day operations of production support facilities, meeting rooms, shared spaces, and work environment programs.
    Conduct regular operation and equipment inspections, identify deficiencies, and execute corrective actions.
3. Administrative Operations
    Maintain accurate records of administrative processes, regulatory filings, and operational documentation.
    Streamline administrative workflows using digital tools and continuous improvement practices.
4. Vendor & Contract Management
    Source, evaluate, and manage third-party vendors related to services including benefit program operation, and business operations.
    Draft and negotiate service agreements, ensuring adherence to SLAs, compliance requirements, and budgetary limits.
    Conduct periodic performance reviews through vendor score card and lead contract renewals or renegotiations as necessary with data analysis.
    Collaborate with Legal and Procurement teams to ensure proper risk management and contract governance.
5. Employee Services & Welfare
    Operate and improve employee support services such as cafeteria operations, janitorial programs, team wear operation, event planning/operation, vending/micro-market services, and general business operation programs.
    Promote a service-oriented culture that enhances employee satisfaction and productivity.
    Gather and respond to employee feedback related to service quality and ensure resolution of concerns.
6. Budget Management & Reporting
    Monitor expenditures, analyze variances, and ensure fiscal discipline in alignment with company financial goals.
    Prepare monthly and quarterly reports highlighting project status, operational KPIs, and cost performance.
    Identify and implement cost-saving measures and operational efficiencies.

    Bachelor's degree in Business Administration, Project Management (PMP or others), or related field (Master's degree preferred).
    Minimum 1~3 years of experience in General Affairs or Business administration.
    Proven experience in managing cross-functional projects or infrastructure improvement initiatives.
    Strong knowledge of workplace safety, facility operations, and administrative processes.
    Experience in contract negotiation and vendor management.
    Excellent communication, leadership, and organizational skills.
