POSITION SUMMARY:

The Chief Information and Technology Officer (CITO) provide strategic technology leadership for the business lines, playing an integral role in the growth and development of the bank through the digital delivery of exceptional client services. In addition, the Chief Information & Technology Officer must be able to identify investment opportunities, introduce innovation, and become a trusted advisor to other Leaders across the business. 


The CITO will collaborate across teams and lines of business to design and deliver innovative, efficient technology and digital solutions that enhance products, services, processes, customer experiences, and marketing channels.


The CITO will lead a strong culture of service across all technology operations, delivering a secure modern and reliable employee technology operating experience aligned with F&M's business needs.  


The CITO wellbeing both current expertise and future vision in leveraging data and technology to support business model design, transform business operations for greater efficiency- including strategic use of artificial intelligence (AI) and robotic process automation (RPA) and identify, source, and implement emerging products and services that enhance the banks competitive advantage.  


The CITO will develop and execute a comprehensive technology roadmap for the bank's infrastructure, cyber security posture, core banking platforms, and digital banking services ensuring alignment with regulatory requirements and risk enterprise management guidelines. 


Responsible for ensuring the banks enterprise business strategy remains optimized considering current and emerging digital realities, opportunities, and threats.  


The CITO is accountable for optimizing technology across the entire bank, including Infrastructure, Cybersecurity, IT Operations, Business and Enterprise applications including core banking systems, digital banking platforms and customer facing tools, data analytics, and information systems.



Requirements

 OBJECTIVES OF THIS ROLE:

  • Developing and executing a multi-year technology strategy supporting the full range of business services, encompassing national digital consumer and commercial banking.
  • Running a world-class technology environment, ensuring critical business deliverables are met in a predictable and seamless way.
  • Developing and delivering high quality, innovative technology solutions and investment projects on time, on scope, and within IT operating and capital budgets.
  • The CITO is accountable for operational cybersecurity execution- turning security strategy, regulatory expectations, and risk management into day to day protection of systems, data, and users.  

RESPONSIBILITIES:

  • Being a trusted advisor in helping to ensure all executive leaders can make confident decisions about the application of information, data and technology within their units across the enterprise. 
  • Influence and build internal strategic relationships with key stakeholders, Board Technology Committee, Executive Management, HR, Marketing, and Business Unit Leaders
  • Ensure that the enterprise is developing in the digital assets, talent capabilities that will need to survive and thrive in the long term.  
  • Where appropriate, hold P&L or project ROI accountability for digital initiatives undertaken by the bank. 
  • Act as a champion and change agent in leading the organizational changes required to create and sustain enterprise digital capabilities including replacing manual processes with technology driven cost savings revenue generation and fraud detection prevention. 
  • Ensure IT capabilities are delivered reliably, sustainably, cost effectively, and securely,. Ensures the IT contributions are delivered with agility based on changing business objectives, goals and strategies.  
  • Provides strategic directions and oversight for the design, development, operation and support of IT systems and programs that fulfill the needs of the business, including enterprise architecture management, application management, security and risk management, and infrastructure and operations support management.  
  • Ensure all relevant technology initiatives are fully integrated into strategic planning process for resource allocation and execution
  • Develop and lead annual operation and capital expenditure for IT to ensure the investment in technologies is consistent with the enterprises overall strategic objectives and is within plan.
  • Bring together customer mindset and technology focused resources for elevated customer experiences
  • Enhance IT's capabilities by leveraging a multitude of resources both internally and externally.  
  • Directs the development of the IT sourcing strategy and provides executive oversight for strategic peer bank and FINTECH relationship development and management. 
  • Serve on enterprise planning and policy making committees.
  • Drives the development of enterprise technology standards, governance process and performance metrics to ensure IT delivers value to the enterprise. Manages risk through effective design, delivery, and management of information, data, and technology capabilities for the enterprise.  
  • Provides leadership, coaching, and direction for the IT leadership team and staff.  
  • Works closely with Human Resources to attract, retain, and develop top IT talent to build data/IT capabilities across the company.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required:

  • 10-15 years of experience as a senior technology leader with broad knowledge across different businesses. Financial services experience with FISERV software application and Premier core system strongly preferred.
  • 3-5 years managing a complex technology organization.
  • Demonstrated ability to delivery product innovation and improved user experience.
  • 5+ years managing enterprise scale run time applications with key business deliverables and service level expectations.
  • A strong internal network, providing the ability to navigate Global Technology and identify existing solutions for the business.
  • Expertise in industry innovation and the ability to think strategically about how to create business-led solutions.
  • Knowledge of data analytics and data management tools and processes.
  • Knowledge of software development management of outsource development contracts.
  • Strong project management skills and management of development, maintenance and support teams.
  • Up-to-date with the current (and future) levels of IT security, threats, vulnerabilities that could impact the Bank's digital and financial assets responsibilities.

COMPLIANCE:

  • As generally applicable to F&M Bank and commensurate with these job functions, this job role includes accountabilities for following Bank policies and related procedures, as well as regulatory requirements involving federal and state laws, regulations, and related guidance.
  • Compliance with Bank Secrecy Act (BSA), including accurate completion of Currency Transaction Reports (CTR) when applicable, Anti-Money Laundering Act (AML), Office of Foreign Asset Control (OFAC) and the USA PATRIOT Act. Adhere to Customer Identification, Customer Due Diligence and reporting of suspicious activities to the BSA Department.
