Cyberstar is seeking a Program Manager with Azure DevOps experience and a full software lifecycle development background to lead a Federal IT operations, maintenance, and modernization program. The Program Manager serves as the primary contractor interface to Government stakeholders and is responsible for program execution, staffing, scheduling, budgeting, reporting, risk management, quality oversight, and customer satisfaction.


Responsibilities
  • Act as the primary contractor point of contact and face of the company to Government stakeholders, customers, and partner organizations.
  • Support customer relationship management, stakeholder communication, and cross-functional coordination with Government offices, support teams, vendors, and external partners.
  • Govern Agile delivery using Microsoft Azure DevOps, sprint planning, backlog management, release coordination, and Government visibility into delivery performance
  • Manage a deliverables-based milestone payment schedule
  • Manage program execution for both steady-state operations and project-based work, ensuring alignment with task order requirements, OIT priorities, and Government direction.
  • Provide leadership for planning, staffing, scheduling, budgeting, resource allocation, and workforce management across a large and diverse contractor team.
  • Oversee delivery of complex projects and programs from design and development through implementation, production, sustainment, and transition.
  • Define requirements, implementation plans, schedules, milestones, deliverables, and lifecycle activities for program and project efforts.
  • Monitor program risks, issues, dependencies, and performance trends and lead risk mitigation, contingency planning, and corrective actions.
  • Conduct team assessments and evaluations and support performance management, workforce development, and continuous improvement.
  • Ensure timely and accurate delivery of status reports, metrics, briefings, technical and management documentation, and other contractual deliverables.
  • Ensure compliance with applicable policies, standards, SDLC requirements, change management practices, security requirements, and operational procedures.
  • Support review of technical recommendations, modernization efforts, process improvements, staffing needs, and service delivery priorities.
  • Promote high service availability, strong customer service, quality performance, and mission-focused execution across all supported areas.

Qualifications
  • Bachelor’s Degree in an Information Technology-related field of study, or 8+ years of IT program management experience in lieu of the degree.
  • 5+ years of project management or IT management experience.
  • 3+ years of experience coordinating and/or supporting IT business processes.
  • Project Management Professional (PMP) certification required.
    • Experience with Post-Deployment Support Services and government-directed platform migrations

  • Knowledge of FedRAMP-authorized cloud solutions and experience evaluating, implementing, or managing cloud-based products within regulated environments.
  • Experience integrating emerging technologies, including cloud computing, artificial intelligence, machine learning, advanced analytics, mobile platforms, and workflow automation solutions.
  • Proven ability to develop product strategies that leverage technology innovation to improve operational efficiency, decision-making, and business outcomes.
