Payroll Specialist (Union, Certified Payroll & OCIP/CCIP)

Overview

We are seeking a detail-oriented Payroll Specialist to support weekly payroll processing for a workforce that includes both union and non-union employees across multiple departments. This role requires hands-on experience with union payroll, certified payroll reporting, and contractor-controlled insurance programs (OCIP/CCIP/ROCIP).

The ideal candidate will have strong knowledge of union CPR (Certified Payroll Reporting) requirements, experience working with CPR online portals, and the ability to manage complex payroll structures with a high degree of accuracy and compliance.

Key Responsibilities

  • Process weekly payroll for both union and non-union employees, ensuring accuracy and timeliness
  • Interpret and apply union agreements, including wage rates, burden tables, and fringe calculations
  • Prepare and submit certified payroll reports (CPR) in compliance with prevailing wage requirements
  • Utilize and manage reporting through CPR online portals
  • Enroll and manage reporting for OCIP, CCIP, and ROCIP projects
  • Prepare monthly journal entries related to OCIP/CCIP/ROCIP programs
  • Maintain accurate payroll records, including timekeeping, deductions, garnishments, and benefits
  • Process employee lifecycle changes including hires, promotions, and terminations
  • Reconcile payroll and resolve discrepancies in a timely manner
  • Prepare weekly, monthly, and annual payroll reports
  • Ensure accurate and timely union reporting and payments
  • Maintain and update union burden tables annually
  • Process prevailing wage adjustments for non-union employees
  • Administer 401(k) deductions and applicable fringe contributions
  • Support audits and maintain compliance with federal, state, and local regulations

Additional Responsibilities

  • Complete employee onboarding and maintain documentation in HRIS
  • Track and manage non-standard PTO agreements
  • Process child support payments and other garnishments
  • Support workers’ compensation and auto incident reporting
  • Respond to unemployment claims and employment verifications
  • Assist with field employee support and coordination (equipment, onboarding, etc.)
  • Cross-train with payroll team and support special projects as needed

Qualifications

  • 3+ years of payroll experience
  • Hands-on experience with union and non-union payroll required
  • Certified payroll (CPR) experience required
  • Experience with CPR reporting portals strongly preferred
  • Experience with OCIP/CCIP/ROCIP enrollment and reporting required
  • Knowledge of prevailing wage laws and compliance requirements
  • Strong understanding of payroll deductions, taxes, and reporting
  • High attention to detail and strong organizational skills
  • Proficiency in Microsoft Excel and Word
  • Ability to manage confidential information with discretion

Preferred Background

  • Experience in construction, mechanical, or related industries
  • Exposure to multi-union environments
  • Bilingual (English/Spanish) is a plus
