Job description

Job Title Municipal Law Enforcement Officer

Wage $35.30 per hour (2026)

Reports to Manager, Municipal Law Enforcement

Department CAO - Clerk's Division/Municipal Law Enforcement

Location Municipal Law Enforcement Division. Lindsay, ON.

Hours Temporary Full time, up to 12 months. Normal Working Hours are 40 hours per week, including weekend assignments

Other This is a current vacancy. General office environment.Some travel throughout the City of Kawartha Lakes may be necessary in accordance with job requirements.

Essential Duties:

  • Enforce the City of Kawartha Lakes by-laws and some Provincial Statutes
  • Assist with the development and implementation of comprehensive by-laws
  • Respond to telephone inquiries and complaints and conduct investigations relating to stray animals and nuisance situations
  • Liaise with other City departments and outside agencies
  • Impound and transport animals to the local dog pound
  • Gather evidence and witnesses, contact land owner, prepare registered letters with compliance notices, and obtain by-law compliance
  • Prepare summons, court briefs and represent municipality in court proceedings
  • Issue PON's and PIN's where necessary and appear in court
  • Attend training courses and seminars as necessary to remain current in this field
  • Maintain accurate notes, records and provide written reports
  • Enter information and reports onto computer system
  • Patrol throughout the City
  • Maintain parking meters and collect money
  • Perform other related duties as assigned

Skills and Education Required:

  • Post-secondary diploma in Law Enforcement or a related field
  • Minimum 3 years of related progressive experience, preferably in a municipal environment
  • Knowledge of The Provincial Offences Act, The Canada Evidence Act, and The Ontario Courts of Justice Act
  • Demonstrated customer service and interpersonal skills at a level to develop and maintain co-operative/collaborative working relationships both within and outside the organization including coaching and effective problem solving
  • Excellent written communication and mathematical skills
  • Ability to demonstrate initiative consistently with commitment to quality improvement, sharing process improvement initiatives with management
  • Demonstrated ability to contribute to and build upon a positive and healthy environment in a direct service delivery office setting
  • Demonstrated professional and ethical responsibility to protect privacy, use confidential information appropriately, treat sensitive situations with appropriate degree of tact and discretion, and complying with all applicable privacy legislation and local policies and procedures
  • Demonstrated complex problem solving skills and attention to detail and accuracy
  • Ability to professionally and respectfully manage stressful and antagonistic situations
  • Excellent time management skills with the ability to prioritize workloads and meet deadlines while achieving all administrative requirements
  • Demonstrated ability to work independently with minimum supervision
  • Demonstrated proficiency in Microsoft Office, the internet, and any other related software
  • Possess and maintain a valid Ontario Class "G" Driver's License
  • Upon a conditional offer of employment, a Criminal Record Check, including a Vulnerable Sector Search will be required
  • Applicants must also be prepared for online skill testing as part of the recruitment process.
