An employee in this position exercises independent judgment, initiative, and discretion in managing, guiding, leading, and directing the Risk Management Division and reports to the County Attorney. The Risk Manager directly supervises the Risk Management Specialist, Claims Adjuster, Safety Compliance Officer and Risk Management Assistant. The Risk Manager guides the County's Fleet Management staff to provide information necessary to address vehicle repairs, and subrogation program for vehicle property damage. Assists with telematics. Incumbent regularly works and coordinates with departmental directors and deputy directors to provide roll-out, training and management of workplace safety, workplace loss prevention and reduction, and workplace reporting and compliance protocols, operating procedures and initiatives. Incumbent plans, directs, implements, and manages the County's insurance programs and excess liability and claims/loss reporting programs. Incumbent works with Treasury to manage Self-Insurance Fund expenditures related to general liability, auto liability, workers compensation claims and assists with prep of or prepares annual compliance reports. Incumbent manages subrogation programs for collection of personal injury and property damage claims against third parties who have injured the County and County officials and employees in the course of their performance of work within their scope of employment. Incumbent is integrally involved with the programs protecting and preserving County human, property and financial resources. The Risk Manager maintains professional contacts to include attorneys; accountants; County departments and agencies covered by self-insurance programs or policies; claimants; consultants, and elected officials. The Risk Manager is responsible for collaborating with county management regarding employee occupational health and safety programs to ensure compliance with all Federal OSHA and Maryland MOSH regulations.Job Description:Salary Range: $78,036.00 - $165,762.00**BUDGETED SALARY: $100,000.00 - $130,000.00**EXAMPLES OF WORK: (The following examples illustrate the work performed in a position in the class. Position may require some or all of these examples depending on the organization of work within the department. The list is not all-inclusive. A position may require related duties not listed, if necessary, to accomplish the work of the department.)* Manages the county self-insurance program and all insurance policies, including but not limited to general liability, automobile liability, property liability, cyber liability, pollution liability, Maryland Motor Vehicle Administration self-insurance regulations, and workers' compensation; recommends appropriate levels of all insurance coverage.* Administers budgets for self-insurance funds, as well as operating budget for the division; defends same before approving officials.* Analyzes and classifies risk as to frequency and potential severity and measures financial impact of risk to County.* Reviews and evaluates departmental operations for the purpose of identifying losses that could be managed and reduced through employee training and improved policies/SOPs.* Works with Department of Treasury and Third Party TPA on annual loss reports and identification of loess trends.* Reviews all claims against County; confers with Law Department attorneys and claims administrative service concerning payment or denial and actions related to resolving claims.* Reviews and evaluates operating practices for the purpose of identifying various degrees of risk exposure; determines proper course of action to minimize detrimental recurring actions in the future.* Works with the Department of Procurement for insurance RFPs.* Conducts or arranges for programs of safety education for County employees, including, but not limited to safety regulations, safety overview training for new county employees, first aid, CPR, Hazard Communication, confined space, and safe vehicle/equipment operation.* Stay abreast of OSHA and MOSH regulations, ensure the county's compliance with the regulations and other State mandates.* Works with the Department of Information and Communications Technology on cyber security programs to minimize cyber security insurance coverage losses.* Provides 24/7 on-call coverage for incidents/emergencies involving Harford County property and employees.* Coordinates the inspection of Harford County properties, job sites and equipment on a routine basis for safety hazards, verifying adherence to all safety regulations and recommend corrective action where necessary.* Reviews MPIA requests for video evidence from County facilities.* Conducts or arranges programs of safety education for County employees, including, but not limited to safety regulations, first aid, CPR, Hazard Communication, confined space, safe vehicle, and equipment operation.* Serves as the Chairperson of the Safety Accident Review Board (SARB).* Coordinates Post Accident and Reasonable Suspicion Drug and Alcohol testing for employees.* Serves as the County investigator in the absence of the Risk Management Specialist for all County personnel matters requiring an internal investigation.* Periodically reports losses to Department directors/deputy directors and division managers to help them understand where losses are occurring and to explore changes that might lead to loss reduction.* Perform other duties as determined by the County Attorney and the Administration.* Performance is evaluated by the County Attorney based on success of achieving administrative goals.**Minimum Qualification Requirements****KNOWLEDGE, SKILLS, AND ABILITIES:*** Thorough knowledge of risk management and loss control practices.* Thorough knowledge of types of commercial insurance (e.g. CGL, employment liability, cyber security, workers compensation, police liability, etc.) and general knowledge of policies and policy extensions.* Thorough knowledge of claims investigation and processes, and processes and workforce safety requirements.* Knowledge of budgetary processes.* Ability to analyze insurance policies recommend appropriate levels of coverage.* Ability to formulate and deliver workplace safety and risk avoidance/minimization training.* Ability to communicate effectively, both orally and in writing; to prepare comprehensive reports.* Ability to establish effective working relationships with management, employees, public and private sector representatives.* Ability to manage and collaborate with third party administrators.**EDUCATION:**Graduation from an accredited college or university with an Associates Degree (or higher), in Business Administration, Public Administration, Business Management, Risk Management or a closely related field.**EXPERIENCE:**Four (4) years of experience in at least two of the following areas:1. Administration of programs for purposes of preventing/minimizing property loss/personal injury;2. Administration and implementation of safety protocols;3. Administration of a self-insurance/commercially available insurance programs;4. Determination and evaluation of loss exposures and implementation of programs and training;5. Property, liability or workers' compensation claims investigation and/or adjustment practices and subrogation processes; or,6.
