Position Overview The Senior-Level Server Operating System Engineer will be responsible for providing Advisory and Assistance Services (A&AS) IT engineering support to the J61 Architecture and Engineering Division to ensure the Command's IT architecture and engineered IT solutions meet or exceed documented requirements and are effective and suitable for USSTRATCOM.
Essential Job Function
  • Assist in the development of the USSTRATCOM C4-IT Roadmap supporting Life-Cycle Management and Technical Refresh planning efforts in coordination with J6 IT Service Managers.
  • Assist Government Service Managers/Change Managers with drafting Statement of Objective (SOO) documents for engineering projects.
  • Provide recommendations in the prioritization of IT projects requiring engineering resources, taking into account precursor and successor activities of related IT projects.
  • Develop and deliver market research, BCAs, Analysis of Alternatives (AoA), and Courses of Action (COA) that assist with decision-making processes for how USSTRATCOM can best leverage emerging technologies.
  • Assist in developing Independent Government Cost Estimates (IGCE) and Rough Order of Magnitude (ROM) estimates for IT engineering projects.
  • Assist with the review of technical solutions submitted by engineering entities with regard to technical completeness, schedules, as well as integration with current architecture and alignment with C4 IT Roadmaps.
  • Participate in technical solution reviews, change boards, and Production Readiness Reviews (PRR) as assigned by the J61 Division and provide technical comments, concerns, and recommendations to J61 Government Engineering Team.
  • Review IT test plans from USSTRATCOM J6 IT Support Contract and other engineering entities for projects impacting J6 managed IT Services to ensure testing addresses all requirements and properly assesses effectiveness and suitability.
  • Assist with IT project closeout evaluations/PRRs, ensuring stated requirements and objectives are met.
  • Perform continual IT Service Area evaluations and review existing as-is technical environment utilizing existing diagrams and architecture documents, existing management tools, defined metrics, etc. to identify areas for improving the IT Service Area.
  • Create, upload, edit, and maintain supporting documentation (i.e., technical drawings, configuration management database (CMDB) information, IGCEs, project lessons learned, etc.) on the J61 SharePoint portal, file-share, or designated application/tools in support of future IT engineering projects, architecture reviews, IT Roadmap documentation efforts, etc.

Minimum Qualifications
  • Must be a United States citizen.
  • Must have a Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI).
  • Must have a minimum of eight (8) yearsโ€™ experience as an IT Systems Engineer (SE) with documented experience supporting SE Processes and associated Technical Processes which include: Requirements Tradeoff, Architecture Design, Cost Estimation, Technical Assessments, Technical Planning, Configuration Control Boards, Capabilities Based Assessments, Integrated Baseline Review, Lifecycle Sustainment Planning, Information Assurance/Cybersecurity, Requirements Traceability, Statement of Objectives or Work, Systems Engineering Plan, Work Breakdown Structure, and Technical Audits.

- In lieu of SE experience, a masterโ€™s degree in any engineering discipline or Computer Science may be substituted for five (5) years of SE experience. A bachelorโ€™s degree in any engineering discipline or Computer Science may be substituted for three (3) years of SE experience.

  • Must have documented Project Management skills with a minimum of two (2) years of monitoring, managing, and assessing progress of complex IT projects.

- In lieu of Project Management experience, a Project Management Professional (PMP) certification may be substituted for one (1) year of Project Management experience.

  • Must have a minimum of one (1) year of documented training or experience relevant to designing, deploying, and maintaining systems and capabilities that comply with DoD cybersecurity policies and regulations.

- Major driving policies include DoD 8500 series Directives and Instructions (Cybersecurity / Information Assurance / DoD Information Assurance Certification and Accreditations Process / Risk Management Framework), DoD 8100 series Directives (Cyber Workforce), and CNSSI 1253 (Security Controls for National Security Systems). In lieu of specific DoD cybersecurity policies and regulations, candidate can articulate training and experience with relative Commercial / Industry level cybersecurity policies and regulations.

  • Must have knowledge, skillsets, and experience on engineering datacenter server architecture at an Enterprise-level utilizing new techniques and software defined approaches for IaaS/PaaS constructs.
  • Must have experience with Lightweight Directory Access Protocol (LDAP), Red Hat Identity Management (IdM), Microsoft Active Directory, Microsoft Endpoint Configuration Manager (MECM), and Windows Server Update Service (WSUS).
  • Must have an active Microsoft Windows Server Hybrid Administrator Associate or higher-level Microsoft Server certification.
Desired Qualifications
  • At least five (5) years' experience demonstrating written and oral communication skills including developing and presenting complex written products and oral briefings to senior leaders at the O-6/GS-15 level or higher (equivalent industry level executives is acceptable) is desired
