Duties
Help
The USO Supervisor supervises eight (9) Utility Systems Operators who work on a rotating shift basis, 1200-0000, 1600-0000, 0000-1200, 0000-0800, 0800-1600 shifts. The Lee County VA Healthcare Center facility consists of a five-story business occupancy that includes Ambulatory Care Services, all situated on 30+ acres in Cape Coral, Florida. It is a highly active, modern medical center that supports a wide range of specialized functions requiring diverse utility services, including air conditioning, medical gases, and other critical utility systems.
Major duties include but not limited to:

• Specialized experience in troubleshooting and repair of large industrial utility systems.
• The energy control center operates 24 hours a day, 7 days a week with continuous monitoring and operation of complex critical utilities and medical gas systems.
• These services support areas such as ambulatory operating rooms, laboratories, sterile processing service, urgent care, specialty clinics, dental services, computer and telecommunications facilities.
• The operation of the critical utility systems includes inspection, adjustment, maintenance/repair, and record keeping.
• Incumbent is also responsible for minor maintenance activities during non-administrative hours.
• Incumbent is technically and administratively responsible for control of all work and activity related to the USO section and must account
  to his/her superior for the quality, quantity, and timeliness of work performed by the Section.
• Makes assignments to USO employees based on priorities, selective considerations of difficulty, the requirements of their assignments, and the capabilities of the employees.
• Interviews candidates for positions in the shop and recommends promotions or reassignments involving such positions.
• Grants leave and evaluate performance.
• Hears and resolves complaints from shop employees and (possibly) Union representatives, referring group grievances and more serious complaints not resolved to the Assistant Chief, Facility Management Service.
• Oversees contract service personnel while they are working on site, which involves work instructions, directing, problem solving, coordination, and work review.
• Responsibilities include evaluating and performing corrective actions/repairs in response to service calls such as elevator malfunctions or entrapments, HVAC issues, plumbing leaks or blockages, and more.
• Determines modifications and updates to new equipment and existing systems, when necessary, to provide the optimal performance desired.
• The incumbent is expected to take prompt, sound actions to prevent asset and property damage and ensure the safety of patients and staff.
• Other duties as assigned

Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The USO supervisor may work in confined spaces around equipment and systems associated with the utility plant that requires long and uncomfortable periods of standing, stooping, kneeling, bending, climbing and working in tiring positions. They may be required to make repairs and installations from ladders, scissor lifts, scaffolding, platforms, and other hard to reach places. He/she must be able to lift equipment, parts, supplies and chemicals weighing up to 50 Lbs.
Working Conditions: Incumbent must work in areas that are hot, humid, high temperature, cold temperature, constant moist, chemical fumes, dirt, soot, rotating equipment, oil, grease and hot steam piping. He/she generally works indoors but works outside occasionally for short periods of time and is exposed to outside weather conditions.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
