Position: Deputy Division Director for Motorized Programs

Location: Salt Lake City, UT

The State of Utah Department of Natural Resources, Division of Outdoor Recreation is seeking a Deputy Director for Motorized Programs to join our team. • Lead and direct the growth of the state’s motorized recreation programs. Set goals and strategy to ensure quality outdoor recreation opportunities for OHV users in the state.
• Direct the statewide trail crew program and supervise the program manager
• Direct the work of the OHV community services manager.
• Work with public and private partners in accomplishing motorized goals and strategy.
• Coordinate the Division’s efforts in OHV management with federal, state, county and local agencies.
• Oversee capital and operational budgets in accordance with OHV community needs, applicable laws, statute and policies.
• Provide guidance for the Off Highway Vehicle Recreation (OHVR) Grant staff.
• Monitor OHV restricted account funds and determine program actions, policies and statutory changes to ensure long term viability of the account.
• Work with state park and federal land managers to implement state OHV program plan at public locations.
• Oversee the division’s engagement with the OHV Advisory Council.
• Provide direction for the winter snowmobile trail grooming program.
• Provide guidance to full time and seasonal employees. Establish annual work plans and positions.
• Coordinate with law enforcement rangers to curate needs between communities/users and the DNR Division of Law Enforcement.
• Work with Education Program to implement OHV Education Program, grow the program, and increase outreach.
• Represent the state’s OHV program in national groups and organizations.
• Hold positions on committees and councils as appointed.
• Follow State Statue, Laws, Rules, Policies and Guidelines.

• Bachelor's Degree in Natural Resources, Outdoor Recreation, Public Administration or related field or at least 4 years professional experience in the OHV industry nonprofit or for profit, Outdoor Recreation Planning, Natural Resources or other closely related field.
• Ability to quickly and efficiently drive action from plans and experience in obtaining performance from a variety of levels and teams.
• Knowledge of accounting practices and financial reporting experience.
• Experience working with news media as an agency representative and/or spokesperson.
• Thorough understanding of the principles and best practices associated with OHV recreation management and the challenges of competing interests on limited resources.
• Ability to communicate effectively and respectfully both verbally and in writing. Presentation skills are very important.
• Diplomatic approach to solving problems and ability to work with many partners at a federal, state and local level.
• Ability to develop and maintain relationships with OHV community stakeholders.
• Ability to work with state legislators from all political parties.
• Ability to present and publicly speak to a variety of audiences.
• Ability to think strategically and progressively as the recreational demands and popularity continue to grow.
• Experience and/or ability to operate all types of OHVs in a variety of terrain, including loading and unloading vehicles from trucks and trailers and pulling/backing trailers.
• Possess and demonstrate skills to testify in various legislative formats/entities as an OHV subject matter expert.

• Principles, theories, and practices of public land, parks, recreation and natural resource management.
• Principles, theories, and practices of public relations.
• Concepts of effective conflict resolution.
• Government budget practices.
• Principles, theories, and practices of facilities operations, maintenance, and management.
• Read, interpret and apply laws, rules, regulations, policies and procedures.
• Agency objectives, organization, structure and mission.
• Familiarization with snowcat operations and trail grooming.
• Operate and maintain OHV equipment and tools.

• The employee may sit comfortably to perform some of the work; however, there will be walking; standing; bending; carrying light items; driving an automobile, etc.
• Risks found in potentially dangerous or unusual environmental stress situations, e.g. working in extreme outdoor weather conditions, working in remote wilderness areas.
• Must be capable and experienced at operating all types of off highway vehicles in a variety of terrain, or ability to and willingness to learn this.
• Travel throughout the state is common and out of state occasionally. This is a combination of day trips and 3-5 day extended trips.
• Department of Human Resource Management rules regarding promotions and transfers apply to current state employees.
