Job description

One Federal Solution (OFS) is seeking an experienced and detail-oriented Intergovernmental Agreement (IGA)/Grants Contract Specialist to support our Federal Government client, the U.S. Marshals Service (USMS), within the Prisoner Operations Division (POD). The selected candidate will process new and existing Intergovernmental Agreements (IGAs) and provide analytical support to evaluate and justify detention housing rates paid to county and state agencies.

Responsibilities:

  • Receive all Intergovernmental Agreement applications from various facilities requesting to do business with USMS or requesting a rate increase for housing USMS prisoners.
  • Review each application for completeness and accuracy prior to handing it off to the Intergovernmental Agreement Specialists.
  • Assist each Specialist with pre-award development, including requesting Department of Labor wage determinations, uploading USMS facility inspection reports, conducting market research, and performing cost analysis to assist in determining fair and reasonable housing and guard rates.
  • Assist with updating policies and procedures, congressional inquiries, and Freedom of Information Act requests.
  • Assist the Intergovernmental Agreements Team in providing customers with guidance on procurement-related matters by email and phone.

Qualifications:

  • Bachelor's degree with a minimum of 24 hours of business credit.
  • Four (4) years of relevant work experience.
  • Must have working knowledge of the Federal Acquisition Regulations (FAR).
  • Must be able to obtain and maintain a Public Trust.
  • Must be a U.S. Citizen.
  • Must be able to work on-site in Arlington, VA.

Preferred Qualifications:

  • Recent experience as a Grant/IGA Specialist.
  • Experience with 30-day Procurement Action Lead Time (PALT).
  • FAC-C Level II or DAWIA Level II is preferred.
