Note: Commissioning & Construction experience and Honeywell equipments in Oil & Gas industry is Must. This is a Long term contract opportunity with benefits

Summary:

The Automation Project Engineer assists the Project and Program Manager in consistently delivering projects by ensuring the engineering design meets all specifications and standards and Process Safety Management (PSM) requirements. This position has engineering responsibility, to provide timely, on budget and quality engineering deliverables that support automation fabrication, testing, installation construction and commissioning activities.

Consistent with OEMS, applies the Project Management Process and ensures that the standards and procedures used for facility design enhance inherent safety & security, minimize risk to health and the environment, while meeting reliability, cost, schedule, quality and financial objectives.

 

Key Roles & Responsibilities

  1. Acts as a core project team member during all project stages, working in a cross-discipline role to support the overall Project Management of the Project.  During Front End Loading, the Project Engineer works directly for the Project or Program Manager. 
  2. The Project Engineer provides review and input to the following:
  • Main Automation Contractor planning documents, schedules  and execution plans
  • Main Automation Contractor Hardware and Software design reviews
  • Automation Hardware, Software and Graphics Factory Acceptance Testing
  • Automation and VIP workshops including Alarm Rationalization, Risk Management, automation gap analysis and other workshops associated with HMI, network, systems or automation applications
  • Automation Site Surveys and Site Survey Report
  • AFE Package / Decision Support Package (DSP)
  • Project Technical Objective (PTO) and Business Engineering Alignment Meeting (BEAM) execution
  • Automation Engineering Scope of Work and BOD
  • Automation Functional Specifications including control narratives,  cause and effects, configuration standards, HMI design basis, network design basis and gap analysis of existing documentation
  • Reviews Safety Requirement Specification and participates in SIS design reviews, Cause and Effect Reviews, SIL calculation reviews and operation design philosophy reviews.
  • Automation Procurement packages for systems and bulk materials
  • Development of a Basis of Design (BOD) that is consistent with engineering standards, and communicated to the engineering and procurement (EP) contractor
  • Project Deliverable RACI/PLACTI Chart updates and coordination of associated document reviews
  • Key Stakeholder Register updates and associated communication requirements
  • Risk Register, including mitigation of threats to engineering and procurement, development of mitigation measures and follow-up for timely resolution
  • P&ID reviews related to automation equipment included within the scope as new or P&ID modifications to instrumentation.
  • Ensuring coordination of all parties to meet the Safety Instrument System Plan life cycle input and review requirements.
  • Cost and schedule progress reviews
  • Turnover of engineering deliverables to the Refinery
  1. The Project Engineer also assists the Project or Program Manager by:
  • Participates in Project Kickoff Meetings conducted at each site prior to Select Define and Execute Stages.
  • Delivering Engineering activities in alignment with the Basis of Design (BOD) and Project Execution Plan (PEP). 
  • Ensuring engineering and design effort complies with all Standards and procedures and meet EHS&S and PSM requirements.  When a deviation occurs, prepares and obtains approval for all variances to Engineering Standards.
  • Applying inherently safer design principles to enhance process safety and ensure engineering, operations and maintenance requirements are addressed.
  • Participating in Project Assurance activities as defined in TO-09-2203.
  • Applying Value identified Improvement Practices (VIP) to optimize project scope and select the optimal process technology.
  • Providing engineering support for day-to-day project activities in alignment with documented project goals and objectives.  Identifies and resolves issues impacting schedule, cost and quality. 
  • Ensuring engineering and procurement activities are organized around testing, installation and commissioning schedules. 
  • Working with construction to review and develop construction work packages, commissioning procedures and turnover documents.
  • Ensuring the technical integrity of the automation system hardware design, software configuration, network, and interface.
  • Assisting with the management of engineering and procurement contractor productivity. Developing corrective actions to address main automation contractor or automation vendor performance issues.
  • Assisting with "Interactive Design" philosophy implementation whereby the main automation contractor, automation vendors, Construction, and Operations representatives work collaboratively together to develop project deliverables.
  • Participating in quality design reviews at milestones. Ensuring engagement and timely input from construction, operations, turnaround, maintenance, procurement, process safety, process engineering, automation specialists, corporate Subject Matter Experts (SMEs), SITE Discipline Engineers, SITE emergency response, quality assurance, and other key stakeholders, to collaboratively develop plot plans, equipment layout, piping design, instrumentation locations and project deliverables.  Makes sure decisions are made in a timely manner.
  • Responsible for minimizing engineering and vendor rework.   In instances of rework, ensures engineering companies and vendors are held financially accountable.   
  • Assisting with administration of project controls to effectively manage engineering contractors including robust change management process.
  1. During construction and commissioning, acts as a Project Automation Field Engineer.  Provides day to day support for site activities, including automation equipment reception, handling, installation, construction, testing, commissioning and handover to operation.  Facilitates timely delivery of the detail design information to the field to support automation system installation and commissioning:
  • Coordinates Operations automation loop and system sign offs
  • Coordinates, organizes, track, updates and expedites the flow of information, files, drawings, building permits, materials, and correspondence between project organization and engineering and construction contractors, vendors and suppliers.
  • Coordinates MOC processes and gathers timely approvals required by site and standards and procedures
  • Assists with Automation Construction and Installation Work Package development.
  • Assists in construction contractor management. Coordinates contractor schedule during installation, construction and system testing.
  • Ensures Safety System installation and SIF validation testing compliance with the Safety Plan life cycle and handover of the SIS Life Cycle to qualified safety support positions.
  • Participates in jobsite safety oversight including safety meetings, walks, and related tasks.
  • Verifies material deliveries and installed work conform to project documents and approved submittals.
  • Schedules, attends, and takes minutes at key project meetings.
  • Participates in and leads, project closeout including punch list, owner turnover liaison and required training for automation systems operation and maintenance.
  • Collaborates with Procurement Manager to obtain competitive pricing and purchase materials.
  • Participates in weekly and three-week look ahead meetings and tracks planning data.
  • Reviews construction contractor change order requests to determine accuracy and/or validity.
  • Coordinates transfer of engineering hardware and software design activities from engineering office to construction site.
  • Coordinates with corporate, engineering contractor and refinery discipline engineers.
  • Coordinates and provides timely response to Technical Requests for Information (RFIs), concession requests, non-conformities, technical deviation modifications notices with other engineers, contractors and subcontractors.
  • General Liaison with corporate and SITE personnel regarding engineering issues.
  • Supports the discipline supervisor and inspectors in carrying out their duties. 
  1. During startup, assists with the coordination between engineering contractor, vendor, equipment suppliers, installation contractors and the operations team in the support of the commissioning and startup effort.
  2. Supports continuous improvement by assisting the Project Manager in developing engineering, procurement, construction and commissioning lessons learned.
