MNIT PUC staff support energy and telecom regulation, and work on regulatory issues around Minnesota's energy sector.
Job Summary
This position supports the Minnesota Department of Public Utilities Commission custom developed Java and FileMaker applications. This position is responsible for designing and implementing large and complex computer systems, computer programs and participates in the technical design of Agency systems business practices and process automation. This position in some scenarios will be required to lead a team of other IT professionals in development efforts. OO developers in this position are required to work with Agency senior management to analyze business processes and suggest and design automation procedures to make the work of the Agency more efficient. This position estimates to provide management with decision points regarding design, development and deployment agency is supported with object-oriented Java and FileMaker industry best practices.
This position is telework eligible for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework. Telework arrangements and policy updates may be adjusted based on business needs.
Qualifications
Minimum Qualifications

Position requires a minimum of four (4) years of IT related experience in Java and Object Oriented programming.
Experience must include:
  • Advanced experience developing and maintaining complex applications using object-oriented programming (Java/JEE)
  • Experience designing, building, and implementing large-scale or enterprise-level systems
  • Experience working with databases and SQL and integrating applications with backend data systems
  • Experience with software development lifecycle (SDLC) methodologies such as Agile, including testing and deployment practices
  • Ability to analyze business needs, design technical solutions, and lead or contribute to development efforts
  • Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
  • Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.

Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months.
Preferred Qualifications
  • Experience with Java frameworks such as Spring, Hibernate, or similar enterprise frameworks
  • Experience with cloud and container technologies (e.g., AWS, Azure, Docker, Kubernetes)
  • Experience developing web applications and front-end technologies (HTML, CSS, JavaScript, or modern frameworks)
  • Experience implementing DevOps practices, including automated testing, CI/CD, and version control (e.g., Git, Maven)
  • Experience providing technical leadership, mentoring developers, or leading project teams
