Procurement Resource Analyst (NWS 00895)

North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customer's mission. Available employment opportunities may range from administrative and logistical support to advanced technical positions.

Qualified applicants must be a U.S. citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy.

Successful candidates will be employees of NWS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the Laboratory. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS.

The Procurement Department has an opening for a Procurement Resource Analyst to support the TRR Reviewer team and a wide variety of projects related to procurement card compliance, transaction oversight, and program effectiveness. This role is responsible for reviewing credit card orders and related bank transactions to evaluate compliance with Procurement Department and institutional policies, identify indicators of risk or non-compliance, and help ensure issues are addressed in a timely and effective manner. The successful candidate will work with large data sets, review order activity and supporting documentation, communicate findings clearly, and partner with stakeholders to support remediation, strengthen compliance practices, and improve overall program performance.

This position may require the successful candidate to have the flexibility to work overtime, shift, and/or weekends to accomplish goals. The successful candidate will be required to pass various on-site training modules to pursue work assignments.

Essential Duties
- Perform compliance reviews of credit card orders, bank transactions, and related procurement activity to identify indicators of non-compliance, policy exceptions, business process breakdowns, and opportunities for corrective action.
- Analyze large and varied data sets to support TRR Reviewer activities, identify trends, variances, and higher-risk transactions, and help improve the effectiveness and consistency of the review process.
- Document review results, corrective actions, and observations clearly and accurately, and communicate findings to cardholders, supervisors, and other stakeholders to support timely remediation and sustained compliance.
- Partner with Procurement personnel, system users, and other stakeholders to clarify requirements, resolve issues, support review activities, and strengthen policies, procedures, tools, and reporting related to the TRR Program.
- Perform other duties as required.

Essential Skills, Knowledge, and Abilities
- Associate's degree in general education, Business Administration, Information Technology, or a related field, or an equivalent combination of education and relevant experience.
- Intermediate to advanced knowledge of Microsoft Office, including Word and Excel, and Adobe Acrobat.
- Knowledge in applying data analytics skills, techniques, and tools when working with large data sets, including Generative AI tools.
- Demonstrated problem-solving and decision-making skills.
- Strong organizational and planning skills with the ability to multi-task in a fast-paced environment.
- Experience analyzing business processes, developing requirements, and recommending solutions.
- Excellent communication skills, with the ability to understand and deliver information in a clear, open, and accurate manner, both orally and in writing.
- Demonstrated adaptability to change, remains effective in shifting or uncertain environments, actively learns new systems and processes, and supports others in adjusting to change.

Desired Skills, Knowledge, and Abilities
- Knowledge of Power Automate.
- Knowledge of Python and R Studio.
- Knowledge of MicroStrategy.
- Experience working with compliance reviews, internal controls, audit support, or policy-based transaction oversight.
- Experience identifying patterns, exceptions, or risk indicators in procurement, financial, or transactional data.

Special Requirements

Anticipated Government Clearance Level:P position will be cleared to this level. Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships, U.S. and another country, you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed or granted.
