Job description

Job Title: System Engineer III (SE3) - KMI PMO (NSA)
Location: Ft. Meade, MD
Required Clearance: TS/SCI with Full Scope Polygraph
Salary: Negotiable
We are seeking a senior System Engineer (SE3) to support the NSA's Key Management Infrastructure (KMI) Program Management Office. The SE3 will lead systems engineering activities across requirements, architecture, design, and integration for cryptographic and key-management systems. This role requires strong NSA systems engineering experience and familiarity with KMI, EKMS, KMS, or other cryptographic key-management environments.
Key Responsibilities:
  • Analyze user needs, CONOPS, and high-level architectures to develop system requirements and design specifications.
  • Lead systems engineering activities across the full lifecycle, ensuring technical integrity of designs and deliverables.
  • Develop system architectures, interface definitions, SE documentation, and system engineering plans.
  • Coordinate with the KMI PMO, government stakeholders, and cross-discipline teams to resolve engineering issues.
  • Guide requirements decomposition and allocate functional/technical requirements to system components.
  • Support integration, test planning, verification methods, and configuration management/CCB activities.
  • Evaluate alternative system concepts and produce recommendations, trade studies, and risk analyses.
  • Incorporate new designs and capabilities into ongoing operations, ensuring compatibility with NSA technical standards.
  • Provide SE leadership on cryptographic/key-management programs, including derived IA and key-management requirements.
Required Experience:
  • NSA systems engineering experience (required)
  • Experience with KMI, EKMS, KMS, HSMs, NSA Type 1 cryptographic systems, or related key-management environments.
  • Demonstrated ability to lead complex SE efforts and interface with senior government stakeholders.
  • Experience with system requirements development, DoDAF views, architecture development, and SE documentation.
  • Experience supporting system integration, testing, CCB/CM processes, and verification planning.
Qualifications:
  • 20+ years of System Engineering experience
  • Bachelor's degree in System Engineering, Computer Science, Information Systems, Engineering, or related discipline
