Job description

Cost Estimator

1 opening E-Logic NSA Naples (Capodichino), Italy -- relocation required; recurring travel to NSA Bahrain

Provides independent construction cost estimating for NAVFAC new construction, renovation, repair, MILCON, and SRM projects, including Independent Government Estimates and negotiation support.

Key responsibilities:

Prepare, review, and reconcile IGEs and planning, parametric, detailed, ROM, and modification estimates.

Develop and maintain a defensible Basis of Estimate; obtain and document current market data.

Support contracting and negotiations by analyzing contractor cost proposals for fairness and reasonableness.

Required qualifications:

Minimum 5 years of professional construction cost estimating (new construction, renovation, repair, demolition, maintenance, and contract modifications).

Certified Cost Professional (CCP, AACE International), Tri-Service Cost Consultant, or equivalent credential -- desirable.

Knowledge of MII/MCACES, RSMeans, and PACES; DoD/DON/NAVFAC cost estimating criteria; WBS (UNIFORMAT II, MasterFormat).

Education in construction management, architecture, engineering, cost estimating, quantity surveying, business, or economics -- desirable; 3-5 years design/construction experience desired.

Security & eligibility:

U.S. citizen with a current, active DoD Secret clearance.

Valid driver's license.

Able to obtain a CAC (Tier-1 background investigation) and the required base access for Naples and Bahrain.

Willing to relocate to Naples, Italy and travel regularly to NSA Bahrain.

Willing to sign a one-page Letter of Commitment contingent on contract award.
