The primary purpose of this position is exercise second level supervisory and managerial authorities over the Child Development Center.

1. Plans, organizes, and oversees the activities of the Child Development Center, ensuring that Early Childhood standards comply with legal and regulatory requirements and meet customer needs.
2. Exercises supervisory personnel management responsibilities.
3. Represents Child Development facilities with a variety of installation and functional area organizations.

  • Full/part-time employees occupying direct childcare positions are eligible for discounts IAW DAF AFSVC/CC Memo, 30 Sep 22; first child 100% / each additional child 25%. Other assigned CYP and FCC personnel are eligible for 25% discount.
  • This position requires an uncommon tour of duty, which will include nights, weekends, and holidays
  • Position requires certification in CPR, and training in first aid, medical, and security requirements and procedures
  • Employee is subject to a physical and immunizations deemed necessary by regulations and local public health office
  • This position has been identified as having "regular contact with children". IAW Public Law 101-647 Section 231, and Public Law 102-190, Section 1094

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series
SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS -05 grade/level or equivalent in the federal service, which includes 1) Developing goals and objectives that integrate the organization and Department of Defense, Air Force standards, and National Association for the Education of Young Children (NAEYC) objectives. 2) Evaluating reports by analyzing facts and performing appropriate research and prepares detailed responses. 3) Researching and determining or recommending appropriate actions or interpretation of issues that impact organization, installation, command, or agency. 4) Reviewing developmental needs of subordinate supervisors and non-supervisory employees, making decisions on non-routine, costly or controversial training needs and/or requests for unit employees and encouraging self-development.

EDUCATION: Successfully completed four year course of study leading to a bachelor's degree obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Have combination of specialized experience and education as described above. Therefore, applicant has a combination of experience and education. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS Internal Candidates: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of early childhood education, as well as practical knowledge of elementary education/youth development, or related field to promote and foster effective working relationships with children.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
5. Ability to communicate both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
