The Payroll Manager is responsible for leading and managing all aspects of payroll processing for both union and non-union employees across multiple states and job sites. This role ensures accurate, timely payroll in full compliance with company policies, union agreements, and federal, state, and local regulations. The ideal candidate will have deep expertise in multi-state payroll operations, union payroll processing, and certified payroll reporting. This position also oversees payroll staff, systems, and workflows while maintaining confidentiality and operational efficiency.


Responsibilities
  • Oversee full-cycle payroll processing for hourly, salaried, union, and non-union employees across multiple states and job sites.
  • Ensure payroll compliance with federal, state, and local laws, including Davis-Bacon Act, prevailing wage requirements, and union contracts.
  • Prepare and submit certified payroll reports for government and union projects.
  • Partner with HR and Accounting to ensure accurate job costing, labor allocation, and payroll data integrity.
  • Maintain and enhance payroll systems, including integrations with timekeeping.
  • Investigate and resolve payroll discrepancies; respond to employee inquiries and audit requests.
  • Supervise, mentor, and train payroll staff, especially on construction-specific payroll practices.
  • Produce accurate payroll-related reports for audits, workers’ compensation, and financial analysis.
  • Manage payroll tax filings, year-end reporting, and W-2 processing in a timely manner.
  • Act as the Concur Expense System Administrator, managing configurations, user support, and compliance.

Qualifications
  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
  • Minimum of 5 years of progressive payroll experience, including at least 2 years in a managerial role.
  • Demonstrated experience managing multi-state and union payrolls.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Proficiency with payroll systems such as ADP, JD Edwards, and Oracle Fusion.
  • Exceptional attention to detail and ability to manage complex payroll structures.
  • Strong analytical and problem-solving abilities.
  • Excellent verbal and written communication skills.
  • Ability to prioritize tasks and meet strict deadlines in a fast-paced environment.
  • Skilled in Microsoft Excel and other reporting tools.
  • Strong working knowledge of prevailing wage laws, construction labor laws, and certified payroll reporting (a plus).
  • Experience with Payroll Processing in the Construction Industry (a plus).
