Non Exempt SAP Drivers are commercial vehicle drivers who are covered by the Department of Transportation (DOT) regulations and have been referred to a Substance Abuse Professional (SAP) after violating drug and alcohol testing requirements. 'Non exempt' means these drivers are not exempt from federal safety regulations, and must comply with DOT rules.
