What You Will Do:

We are seeking an experienced Acquisition Financial Management & Program Analyst to provide dedicated financial management support to USTRANSCOM Program Managers (PMs) and designated acquisition program portfolio stakeholders. The successful candidate will support lifecycle financial execution, reporting, budget planning, and acquisition program analysis while ensuring compliance with Department of Defense (DoD) financial and acquisition regulations.

This position requires expertise in acquisition financial management, program execution, fiscal analysis, budget formulation and execution, and the ability to leverage DoD financial management systems to support decision-making across acquisition portfolios.

Key Responsibilities

  • Provide lifecycle financial management support to ensure timely financial execution, reporting, and program analysis.
  • Develop, maintain, and manage program financial tracking documentation and reporting tools.
  • Support government financial management program execution activities and advise stakeholders on financial status, risks, and opportunities.
  • Utilize automated management and financial information systems such as:
    • DEAMS
    • ITS
    • CRIS
    • EDA
    • Other Government-approved acquisition and financial systems
  • Conduct fact-finding, analytical, budgeting, and advisory support activities.
  • Analyze impacts of evolving acquisition laws, regulations, policies, and directives and provide recommendations to program leadership.
  • Support fiscal year closeout activities and financial reconciliation efforts.
  • Review, monitor, and follow up on funding obligations and financial execution.
  • Assist with cleaning up Unliquidated Obligations (ODL) and ensuring accounts are balanced and TWCF operating funds are properly expensed.
  • Prepare and brief monthly budget execution reports and PM financial updates.
  • Develop quarterly Integrated Program Review (IPR) financial presentations.
  • Maintain awareness of changing acquisition laws, policies, regulations, and directives affecting program execution.


What You Will Need:

  • An ACTIVE and MAINTAINED "SECRET" Federal or DoD security clearance.
  • Bachelor's degree in Finance, Accounting, Business Administration, Economics, Acquisition Management, or related field.
  • Minimum ONE (1) year of relevant financial management experience.
  • 5 days per week working on-site required.


What Would Be Nice To Have:

  • Experience supporting USTRANSCOM, Air Force, or other DoD acquisition organizations.
  • Experience with DEAMS, ITS, CRIS, EDA, or comparable DoD financial systems.
  • Experience supporting TWCF-funded organizations.
  • Knowledge of PPBE processes and Program Budget Review (PBR) activities.
  • Current DEAMS training or demonstrated experience with DEAMS.
  • Strong attention to detail and fiscal accountability.
  • Ability to work independently while supporting multiple stakeholders and priorities.
  • Proven ability to analyze complex financial data and provide actionable recommendations.
  • Experience supporting government program managers and senior leadership in a fast-paced acquisition environment.
  • Demonstrated knowledge of DoD acquisition lifecycle processes and financial management requirements.
  • Strong analytical, organizational, and communication skills.
  • Proficiency with Microsoft Office Suite, particularly Excel and PowerPoint.
The annual salary range for this position is $68,000.00-$113,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
