Nighthawk Cyber is seeking an experienced Senior Proposal Manager to lead the full federal proposal lifecycle across our growing portfolio. This role will serve as the central coordinator for proposal efforts, working closely with executive leadership and internal stakeholders across business development, capture, technical, contracts, finance, and operations.
As a growing small business, we operate collaboratively and often across traditional functional lines. The ideal candidate is comfortable taking ownership of the proposal process while also supporting capture, business development, and related growth activities as needed.
The Senior Proposal Manager will play a key role in integrating and maximizing an AI-enabled proposal platform, while ensuring strong human oversight, strategy, and quality throughout the proposal process. What You Will Do • Lead federal proposals from solicitation release through final submission. • Develop and manage proposal schedules, compliance matrices, outlines, assignments, review plans, and production activities. • Coordinate closely with leadership, technical SMEs, and other process stakeholders. • Lead proposal kickoffs, status meetings, and Pink, Red, Gold, and executive reviews. • Write, edit, and refine proposal content for compliance, clarity, responsiveness, and quality. • Support development of win themes, discriminators, executive messaging, resumes, past performance, and management or staffing approaches. • Support capture, opportunity qualification, bid/no-bid decisions, customer and competitor research, teaming materials, and other pursuit activities. • Maintain and improve proposal templates, reusable content, past performance, resumes, and proposal processes. • Leverage AI-enabled tools to improve proposal development, content reuse, compliance, and efficiency. • Capture lessons learned and continuously improve Nighthawk’s proposal processes and supporting infrastructure. Required Qualifications • 8–10+ years of federal government contracting proposal experience. • Active Secret security clearance, or the ability to obtain. • One or more years of experience using AI proposal platform, such as GovDash. • Demonstrated experience managing federal proposals from solicitation through submission. • Strong understanding of federal acquisition processes, RFP requirements, Sections L and M, evaluation criteria, and proposal compliance. • Experience developing compliance matrices, outlines, schedules, and formal review packages. • Strong federal proposal writing, editing, organizational, and communication skills. • Ability to work independently, manage multiple priorities, and coordinate effectively across a small, highly collaborative team. • Proficiency with Microsoft Office, SharePoint, Adobe Acrobat, and collaboration tools. • Must reside in Florida and be able to work remotely. Preferred Qualifications • Prior experience supporting Capture, Business Development, Contracts, and/or Subcontracts Management. • Familiarity with Shipley or similar federal proposal methodologies. • Experience supporting DoD, DHS, or other federal customers.
