Job description

PD 13: Facilities Specialist – Skill Level 4 – SIOE office (ADF-E) 

Duties Include: 

  • Provide Facilities Engineer support for NGA personnel and mission activities assigned at the National Reconnaissance Office’s (NRO) Mission Ground Station, Aerospace Data Facility – East (ADF-E) located on Fort Belvoir U.S. Army Installation, Virginia 
  • Provide engineering services for facility management, operations and maintenance, and project management of NGA’s sustainment, restoration, and modernization projects at ADF-E, or those conducted by NRO in support of NGA’s co-located activity 
  • All facility engineering services will be done IAW both NGA and NRO policy, regulations, instructions, and directives, and with full transparency and collaboration with the facility host, NRO 
  • Support NRO Strategic Facilities Master Planning for ADF-E workspace occupied by the NGA workforce on site 
  • Lead project management of all space planning and interior space modifications to ensure the NGA workforce and operational activities at ADF-E are able to perform their missions in support of global operations, 24/7/365 
  • Facilitate NGA services at ADF-E, including conferencing, visitor and protocol support, inclement weather planning, preparation and response, security enhancement, and facility operations 
  • Provide planning and execution coordination for the assessment, maintenance, enhancement, and provision of workplace furnishings, facility upgrades, and safety measures for the NGA workforce at ADF-E 
  • Conduct planning, and execution coordination for the property turn-in of all furnishings and property at end-of-life, including NGA IT decommissioned systems 
  • Support execution of data center renovation in regard to IT system decommissioning and relocations 
  • Represent NGA workforce and mission activity requirements at the ADF-E Space Management Working Group, the ADF-E Systems Engineering and Integration Office, and the NRO Integration Working Group and Board (NIWG and NIB) at NRO HQ, as required 
  • Provide rationale and impact assessments with any recommendations that could impact cost or schedule for planned or ongoing work 
  • Assist in developing budget requirements and schedules for related work to support development and operations 

Required/Desired Skills and Experience: 

  • Demonstrated experience with Intelligence Community data and product types, missions and functions to include geospatial requirements process and production 
  • Demonstrated experience with electronic publishing and the publication production process 
  • Demonstrated experience routinely interacting with senior-level directors and/or agency heads 
  • Demonstrated experience leading and directing teams of specialists, sharing knowledge with others and working as a team member 
  • Demonstrated experience utilizing Microsoft Office Suite such as building spreadsheets, consolidating input across various offices, and edit/update as needed 
  • Demonstrated experience providing strategic level decisions in a team environment 
  • Demonstrated experience in the management of specific task order(s) and ensuring that the technical solutions and schedules in the task order are implemented in a timely manner 
  • Demonstrated experience performing enterprise-wide horizontal integration planning and interfaces to other functional systems 
  • Demonstrated experience Analyzing new and complex project related problems and creates innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components
