Job description

Oracle Cloud Infrastructure (OCI) is seeking a Senior Principal Program Manager to lead critical capacity and demand planning programs supporting OCI's AI/ML and cloud infrastructure priorities. This role will translate business strategy, customer demand, product roadmaps, and deployment readiness into integrated near-term and long-range capacity plans across GPU, compute, storage, and network infrastructure.
Operating at the intersection of Product Management, Engineering, Sales, Data Center Delivery, Capacity Management, Supply Chain Operations, and Finance, this leader will bring clarity to highly ambiguous planning challenges where supply availability, site readiness, capital commitments, deployment timing, revenue realization, and customer priorities must be balanced.
The successful candidate will serve as a trusted partner to senior leaders, lead complex cross-organizational initiatives with a high degree of autonomy and accountability, and establish the governance, analytical frameworks, and operating rhythms required to scale OCI effectively. The role will translate complex business and technical inputs into executive-level recommendations that drive measurable business outcomes, improve decision quality, and optimize capital efficiency and margin performance.
Responsibilities
Responsibilities
  • Own the strategy, planning, and execution of major OCI capacity and demand planning programs affecting core infrastructure products and global deployment operations.
  • Develop and govern integrated consensus demand plans across customers, initiatives, regions, sites, products, SKUs, and planning horizons, including baseline, upside, and risk-adjusted scenarios.
  • Translate demand forecasts into executable supply, manufacturing, allocation, and deployment plans by identifying constraints, dependencies, decision points, and required resource commitments.
  • Integrate New Product Introduction (NPI) roadmaps and product lifecycle transitions with demand, qualification, supply, manufacturing, and deployment plans to enable scalable platform ramps while minimizing capacity gaps and stranded inventory.
  • Establish and scale cross-functional operating cadences, governance models, KPI frameworks, and executive review mechanisms that improve visibility, accountability, alignment, and decision-making.
  • Lead high-value capacity and capital decisions involving long-lead components, supplier commitment windows, site readiness, allocation alternatives, cost of capital, inventory exposure, customer delivery, and revenue timing.
  • Develop clear decision frameworks and recommendations using scenario planning, sensitivity analysis, financial modeling, break-even analysis, and expected-value assessment.
  • Evaluate end-to-end supply chain and deployment constraints across CPU, GPU, networking, storage, racks, power, space, and data center dependencies; drive mitigation, reallocation, prioritization, or re-baselining before critical deadlines.
  • Define performance measures for forecast accuracy, plan attainment, supply coverage, inventory exposure, decision quality, capital efficiency, and revenue alignment. Lead root-cause analysis and continuous improvement across planning processes, data, and systems.
  • Convert large, incomplete, and sometimes conflicting data sets into concise executive narratives, business reviews, decision memos, dashboards, and presentations that clearly communicate assumptions, trade-offs, risks, and required decisions.
  • Anticipate organization-wide risks and execution bottlenecks, mobilize the appropriate subject-matter experts, and drive resolution across organizational boundaries.
  • Act as a force multiplier by developing repeatable planning standards, mentoring partner teams, raising the operating standard, and influencing outcomes without relying on direct authority.

Required Qualifications
  • Bachelor's or Master's degree in engineering, computer science, supply chain, operations, business, or a related field, or equivalent practical experience.
  • 10+ years of relevant experience in technical program management, capacity or demand planning, supply chain operations, cloud infrastructure, or related disciplines.
  • Proven experience leading large-scale, cross-functional programs and delivering measurable business impact in complex, matrixed organizations.
  • Strong business acumen and demonstrated expertise in forecasting, scenario modeling, product lifecycle planning, supply-demand balancing, operational planning, and risk management.
  • Ability to thrive in ambiguity, balance competing priorities, and translate strategic demand into executable, supply- and site-constrained plans.
  • Experience supporting senior and executive leadership through strategic planning, business reviews, resource prioritization, and operational decision-making.
  • Exceptional written, verbal, and executive presentation skills, with the ability to influence technical and business leaders at all levels.
  • Advanced analytical capabilities and experience converting technical, operational, financial, and customer inputs into actionable recommendations.

Preferred Qualifications
  • Experience with hyperscale cloud, AI/GPU infrastructure, data center capacity, or server, storage, and networking hardware.
  • Experience leading NPI-to-scale transitions, S&OP or integrated business planning processes, and long-lead supplier or capital decisions.
  • Experience with financial and business-performance modeling, planning automation, business intelligence, or decision-support systems.
  • Graduate degree, including an MBA, or relevant program management, supply chain, finance, or operations certification.
