GENERAL DESCRIPTION:
The Network Manager leads statewide network, telecom, firewall, and connectivity operations for ETS by translating strategic direction into reliable, secure, documented, customer-focused, and sustainable services. Directs the Network Operations Center, Telecom / Circuits, and Unified Network functions and is accountable for service reliability, architecture, modernization, resources, vendors, staff, and stakeholder communication.

  • Direct statewide network operations and maintain availability, performance, resilience, monitoring, incident response, and supportability for WAN, LAN, wireless, firewall, NOC, telecom/circuits, and Unified Network services.
  • Provide complete supervision for assigned teams, including hiring, work assignment, performance management, coaching, cross-training, succession planning, employee development, accountability, and workforce capacity.
  • Establish and enforce architecture, engineering, lifecycle, and technical standards for routing, switching, wireless, segmentation, monitoring, telecom, and core network modernization; maintain service roadmaps and implementation plans.
  • Manage firewall operations, rule governance, access controls, segmentation, network security standards, vulnerability and risk remediation, and cybersecurity coordination with enterprise security partners.
  • Manage telecom, circuits, carriers, voice, mobile, and related services; oversee service quality, escalations, migrations, capacity, inventory, renewals, and carrier performance.
  • Administer assigned budgets, contracts, licensing, maintenance, assets, procurement, renewals, and vendor performance; track expenditures and multi-year commitments and ensure responsible stewardship.
  • Own network documentation and ITSM practices, including SOPs, runbooks, diagrams, inventories, ServiceNow intake, service catalog, change control, incident reviews, outage communication, and knowledge management.
  • Translate ETS strategy into measurable network outcomes; engage agencies and partners, report service health and risks, lead improvement initiatives, and ensure decisions support customer value, compliance, and operational maturity.

Preference may be given to those who demonstrate experience managing network operations, including routing, switching, wireless, firewalls, segmentation, WAN connectivity, and service reliability.
Preference may be given to those who demonstrate experience managing technology budgets, contracts, vendors, telecommunications carriers, licensing, and service-level agreements.
Preference may be given to those who demonstrate experience developing operational standards, policies, procedures, network diagrams, disaster-recovery documentation, and technical staff cross-training programs.
KNOWLEDGE:
  • Expertise in enterprise networking, firewalls, telecom, monitoring, cybersecurity, ITSM, lifecycle, budgets, contracts, vendors, documentation, strategy, risk, troubleshooting, communication, coaching, performance management, and outage leadership.

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Computer Technology)
Experience:
4-6 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of a Technology Management II
OR
Education & Experience Substitution:
6-8 years of progressive work experience typically in Computer Technology) with acquired knowledge at the level of a Technology Management II
