Project Manager - Site Civil

Robert Peccia & Associates is seeking an experienced and motivated Project Manager to join our Site Civil Group. This position will lead the planning, design, permitting, and construction delivery of site civil projects for private, public, and government clients across Montana and the Western United States.
RPA's Site Civil Group provides comprehensive engineering services that bring project visions to life from initial planning through construction. Our team delivers precise, practical, and coordinated site design solutions for individuals, businesses, architects, institutions, and government agencies. Project work may include commercial and institutional facilities, residential developments, roads, streets and pedestrian facilities, recreation facilities, military facilities, schools, urban centers, and projects for federal and state land agencies.
As a Project Manager, you will guide site civil projects from concept through construction while leading teams, supporting clients, and helping deliver high-quality work aligned with RPA's values and reputation. In this role, you will:
  • Lead Project Delivery: Manage site civil projects from conceptual design through final construction, ensuring deliverables are completed on time, within budget, and in alignment with client objectives, regulatory requirements, and RPA quality standards.
  • Oversee Technical Design: Guide the preparation and review of civil site plans, grading and drainage designs, stormwater management systems, utility layouts, permitting documentation, technical reports, specifications, and cost estimates.
  • Coordinate Clients & Stakeholders: Serve as a primary point of contact for clients, regulatory agencies, subconsultants, contractors, and project stakeholders, building strong relationships and reinforcing RPA's reputation for responsive, high-quality service.
  • Mentor & Support Teams: Lead multidisciplinary project teams and mentor engineers and technical staff by supporting collaboration, technical development, accountability, and professional growth.
  • Manage Quality & Compliance: Ensure project work meets applicable codes, environmental regulations, agency standards, client expectations, and internal QA/QC requirements.
  • Support Business Development: Collaborate with senior leadership and marketing staff to identify and pursue new opportunities, prepare proposals, support interviews, and represent RPA at client meetings, conferences, and industry events.

Requirements
We are looking for a proactive leader with a balance of technical expertise, people skills, and project management experience. The ideal candidate will meet the following qualifications:
  • Education & Certification: Bachelor's degree in Civil Engineering or a related field, with a Professional Engineer license in Montana or the ability to obtain within six months.
  • Experience: Minimum of 8 years of progressive experience in site civil design, site development, municipal civil engineering, land development, or related infrastructure projects, with demonstrated experience managing scope, schedule, budget, teams, and deliverables.
  • Technical Expertise: Proficiency with AutoCAD Civil 3D and strong knowledge of grading, drainage, utilities, stormwater management, site layout, permitting, construction documents, and municipal/land development processes.
  • Leadership & Mentorship: Proven ability to lead multidisciplinary teams, mentor engineers and technical staff, support accountability, and foster a collaborative project environment.
  • Communication & Client Service: Strong written and verbal communication skills, with the ability to work effectively with clients, agencies, contractors, subconsultants, and project stakeholders.
