Job description

Job Title: Aircraft Logs and Records Technician (Database/System Administrator)
Location: VMX-1 Yuma, AZ
Task Description: Aircraft Logs and Records Technician, GS-301-07
Maintains aircraft and engine logbooks and associated records. Proficient performing all operator, data entry and retrieval functions associated with aircraft recordkeeping. Performs networking functions between individual stations, including analysis and correction of errors caused by software, hardware or data entry. Transmits and receives data via floppy disk, modem and other electronic means. Extracts data, formulates and interprets management reports, creates archives, backups, and data saves in support of military deployments and detachment operations. Performs a wide range of clerical and administrative duties related to aircraft maintenance, such as preparing reports and correspondence, filing and typing, performing data base and systems analysis.
Additional Requirements: System Administrator/Analyst Services: Provide qualitative and quantitative analytical information to the government, allowing a continuous review of the management practices within the activity/department. Monitor, control, and apply the maintenance data system (MDS) or configuration management (CM) within the activity. The SA/A will serve as a contact point between work centers and the SPAWAR Systems Center Atlantic (SSCA) and is responsible for the management of all aspects of the MDS to include NALCOMIS reports/inquiries at the activity level. Additionally, the SA/A shall have a full working knowledge of the principles of foundation, mid, and top tier data replication and information available in the aviation data warehouse (ADW). Within the scope of manpower management, the NALCOMIS SA/A is a significant activity information resource. In the areas of accurate MDS and flight data, the analyst is the one individual within the activity who can either prove or disprove the justification for manpower increases and decreases. A complete understanding of Naval Aviation Maintenance Program (NAMP) policies and procedures, accurate documentation procedures, meticulous attention to detail, a viable aviation maintenance and material management (3M) and Naval Flight Record Subsystems (NAVFLIR) Naval Flight Documents training program, and close communication between analysts at similar activities should be foremost in the primary and technical responsibilities of the data analyst.

Performs a wide range of administrative duties such as preparing reports and correspondence, filing and typing.
Task Requirements:
Perform administrative duties related to aircraft maintenance such as preparing reports and correspondence, filing and typing; performing data base and system analysis; maintaining aircraft and engine logbooks, and associated records. Responsible for Technical Directive (TD) Compliance, Support Equipment Planned Maintenance System (SE PMS) and Aircraft/Engine Logbooks record keeping and reporting as required by COMNAVAIRFOR INST. 4790 Series and the following:
  • Performs duties for "O" Level maintenance support.
  • Conducts qualitative and quantitative analysis of information management systems and data.
  • Monitors, controls, and applies the maintenance data system (MDS) or configuration management (CM) within the activity.
  • Serves as a contact point between work centers and the SPAWAR Systems Center Atlantic (SSCA).
  • Manages of all aspects of the MDS to include NALCOMIS reports/inquiries at the activity level.
  • Support justifications for manpower increases and decreases by ensuring accurate MDS and flight data
  • Aircraft Readiness Status Reporting
  • Naval Aircraft Flight Record (OPNAVINST 3710/4)
  • Aircraft Inspection and Acceptance Record (OPNAVINST 4790/141)
  • All situational and periodic reports required by TYCOM. TYPEWING, or VMX-1 and outlined by applicable instructions
  • All current and future reporting required of VMX-1 maintenance through Navy/Marine Corps systems (e.g. Optimized-Organizational Maintenance Activity (OOMA), Naval Aviation Logistics Data Analysis (NALDA), Naval Air Technical Data and Engineering Services Command (NATEC)
  • Ad-Hoc reporting as approved by the COR.
  • Approve (Sign) entries in Aircraft/Engine Logbooks
  • Support Maintenance Administration Division requirements as outlined in CNAFINST 4790.2
  • Performs duties for Organizational "O" Level maintenance
  • Scheduled and unscheduled maintenance support documentation for H-1, MV-22 & CH-53 Aircraft
  • Aircraft maintenance action documentation via logs, records, forms, and electronic means
  • Technical Directive compliance entries
  • Maintain Aircraft, Engines, and SE Logbooks
  • Dispersed Technical Publications Librarian (work center), as applicable
  • Utilize the current management information system(s) to maintain aircraft forms and records as required
  • Process readiness documents, administer the aircraft configuration status accounting program and verify aircraft utilization reports
  • Other duties as assigned
Preferred Qualifications:
  • Configuration Management for Organizational and Intermediate Activities (C-555-0059)
  • Aeronautical Technical Publications Library Management (C-555-0007)
  • NALCOMIS OOMA System Administrator (C-555-0049)
  • Utilize the current management information system(s) to maintain aircraft forms and records as required
  • Process readiness documents, administer the aircraft configuration status accounting program and verify aircraft utilization reports
  • Support Equipment Configuration Management Course (C-555-0057)
  • Seven or more years' experience as Aviation Maintenance Administrationman/Aircraft Logs and Records Technician
  • Five or more years' experience as System Administrator/Analyst
Basic Qualifications:
  • S. Navy Aviation Maintenance Administrationman (AZ) "A" School or three (3) years relevant military experience
  • System Administration and Data Analyst experience
  • Must be able to work 1st, 2nd, 3rd or weekend shift as required
  • Must satisfactorily complete a National Agency Check Local Records Check and Credit (NACLC)
  • Must be eligible for Common Access Card (CAC)

Compensation
$36.92/hour
Other Compensation
Employees receive a health and welfare benefit of $7.00 per hour paid up to 40 hours per week.

Employees are offered medical, dental, vision, and basic life insurance. Employees are able to enroll in KAI's 401k plan. Employees accrue 5.52 hours of PTO per pay period. KAI employees at Yuma VMX-1 have 12 paid holidays.
Employment is contingent on (a) your ability to provide appropriate proof of your identity and eligibility to work in the United States; (b) your references and any background check being satisfactory to the Company; (c) you successfully passing a pre-employment drug test; and (d) your ability to get a required clearance by your effective start date, if needed; and (e) KAI commencing performance on this contract.
