Description
The New York City Housing Development Corporation (HDC) is a public benefit corporation and the nation's largest municipal Housing Finance Agency. HDC's programs support the construction and preservation of multi-family affordable housing in New York City.
Area of Talent: IT/ Application Development
Position Type: Full Time/ Exempt
Salary Range: $130,000- $140,000
Office Location: NYC/ Financial District
Position Summary:
The Applications Development team partners with business stakeholders across HDC to develop, enhance, and support enterprise applications that enable the Corporation's business operations.
The Senior Application Developer is a hands-on technical leader responsible for designing and developing enterprise software solutions while helping establish engineering best practices across the Applications Development team. This role will play a key part in modernizing HDC's custom application portfolio, improving software quality and maintainability, mentoring other developers, and supporting the adoption of modern software development practices and tools.
The ideal candidate is an experienced .NET developer with strong software engineering fundamentals, experience working with enterprise business applications, and a passion for improving development processes and mentoring others.
This role reports to the Director of Application Development.
Job Responsibilities:
  • Design, develop, document, test, and implement secure, scalable, and maintainable enterprise software solutions.
  • Lead the modernization and enhancement of existing .NET applications.
  • Participate in application architecture and technical design discussions.
  • Develop RESTful APIs and reusable application components.
  • Establish and promote software engineering best practices, coding standards, and design patterns.
  • Perform code reviews and mentor developers to improve overall code quality and technical capability.
  • Help implement and improve source control, branching strategies, CI/CD pipelines, and software development lifecycle (SDLC) practices.
  • Evaluate and leverage AI-assisted development tools to improve engineering productivity and software quality.
  • Collaborate with project managers, business stakeholders, and IT leadership to translate business requirements into technical solutions.
  • Troubleshoot complex application issues and provide technical leadership during production support activities.
  • Contribute to technical documentation, architectural standards, and development guidelines.
  • Develop solutions and integrations involving enterprise platforms such as Dynamics 365, Power Platform, SharePoint, Formstack, and other business applications as needed.
  • Stay current with emerging Microsoft technologies and recommend improvements that align with HDC's technology strategy.

Required Qualifications:
  • Bachelor's degree in Computer Science, Information Systems, or a related field.
  • 7+ years of professional software development experience.
  • Strong experience developing enterprise applications using C# and .NET.
  • Experience designing and consuming REST APIs.
  • Strong understanding of object-oriented programming principles and software design patterns.
  • Experience with Git or other distributed source control systems.
  • Experience performing code reviews and mentoring other developers.
  • Experience writing complex SQL queries and working with relational databases.
  • Experience troubleshooting and supporting enterprise applications.
  • Working knowledge of front-end technologies, including HTML, CSS, and JavaScript.
  • Excellent analytical, problem-solving, and communication skills.
  • Ability to work independently while collaborating effectively across technical and business teams.

Preferred Qualifications
  • Experience with Azure App Services and other Microsoft Azure services.
  • Experience with Azure DevOps or comparable Agile development platforms.
  • Experience modernizing legacy .NET applications.
  • Experience implementing CI/CD pipelines.
  • Experience with AI-assisted software development tools such as GitHub Copilot, Claude, or similar technologies.
  • Experience with Dynamics 365, Power Platform, SharePoint Online, or Microsoft 365 development.
  • Familiarity with enterprise architecture and software modernization initiatives.
  • Experience working within government, public sector, housing, financial services, or similarly regulated organizations.
  • Relevant Microsoft or Azure certifications.
