POSITION SUMMARY: This position is an advanced, highly responsible technical one, performing critical tasks for the Police Department, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work includes analytical administrative support work, and technical tasks which are essential to the successful operation of several specialized functions. Coordinates duties in the Uniform Crime Report Unit (UCR), Validations Unit, Criminal Summons, and Warrant Administrative Unit.

?Work may also include supervision of data entry and work scheduling of the data entry function. Work at this level may also include independent responsibility for complex critical processes. Maintains control of the electronic records system for the tabulation of statistical crime data (UCR),warrant tracking and processing.

The work involves responsibility for the security, confidentiality and release of records and other documents in compliance with applicable laws. ***PLEASE BE ADVISED THIS IS A DAY SHIFT POSITION.*** STARTING SALARY: $22.20 - $24.29 $46,169 - $50,518 *This is the anticipated starting salary range for this position. Work typically involves performing responsible clerical and secretarial work essential to the successful operation of a specialized function. Work may also include supervision of data entry staff and coordination and work scheduling of the data entry function. Work at this level may also include independent responsibility for a moderately complex clerical process.

The initial cut off date is August 1, 2026. *This is a Classified position, meaning that it is a part of the Howard County Classified Service upon completion of a probationary period of at least six (6) months.* *Please note that this position falls within a collective bargaining unit and is represented by AFSCME Local 3085, Local 3888, or Local 1810.* ESSENTIAL DUTIES AND RESPONSIBILITIES Training & Certification Responsibilities: Obtain and maintain UCR certification, NCIC CN1 certification, MPTC Instructor Certification and NCIC Instructor Certification. Provide METERS/NCIC certification and re-certification training to departmental members and external law enforcement agencies

Maintain training records, grades, and coordination with Maryland State Police and DPSCS. Order and compile NCIC/CJIS class supplies through FBI LEO accounts. Serve as NCIC/METERS instructor and represent the Department at related State-level TAC, SSC, and instructor meetings.

NCIC/METERS Data Management & Validations: Conduct extensive research and complete all Federal and State-mandated monthly validations for METERS/NCIC entries (e.g.,warrants, securities, missing persons, vehicles, plates, boats, guns, toxic chemicals, law enforcement credentials, etc.). Perform updatesdeletionsto records,completereport reviews, officer follow-ups, andrequiredMVA notifications. Enter,modify, clear, and cancel NCIC/METERS records across all relevant file types

Confirm all NCIC/METERS entries and complete quality-control review of Communications Division entries. Compose andtransmitall NCIC/METERS administrative and teletype messages. Warrant & Court Document Processing: Receive and process all warrant documents and criminal summonsesa.

Complete computer reporting, true test copy correspondence, MVA flagging and releases, and service/ detainer notifications. Coordinate subject location identification efforts. Complete all court-document coordination and maintain compliance with required procedures.

Compliance, Audits & Security Roles: Act as the designated Terminal Agency Contact (TAC/Alternate TAC), JIS Agency Security Coordinator (ASC), and System Security Contact (SSC). Coordinate and complete audits including NCIC FBI, METERS, TSS, SSC, UCR FBI, NCIC Instructor, DPSCS CJIS, CJIS Security, and fingerprint submissions. Create and maintain up-to-date unit procedure manuals.

Records Management & Crime Reporting: Maintain control and conduct analysis of the records management system for crime statistics submitted to the State and used for internal operations. Review, verify, and ensure quality control of police incident documentation and charging documents. Ensure accurate classification of offenses and data entry according to reporting guidelines and regulations.

Conduct required audits and run computer applications to compile and report statistical information. Prepare complex reports and correspondence for command-level review. Provide guidance on program requirements and respond to inquiries about specialized records functions.

Customer Service & Interagency Support: Respond to inquiries from citizens, attorneys, District Court clerks, law enforcement agencies, departments of corrections, court commissioners, and federal background investigators. Provide confirmations of NCIC/METERS entries and explain regulations, procedures, and applicable laws. Public Information Act (PIA) & Accreditation Support: Assist with identifying documents responsive to PIA requests under supervisor direction, process, redact, and disseminate police reports, and related documents in compliance with all applicable laws.

Assist with CALEA accreditation documentation, records collection, and recommendations to maintain standards compliance. Review technical issues related to Records Section operations and applicable law enforcement standards. Document Processing and Archiving: Prepare, scan, and quality-review archived electronic documents, NCIC entries, expungements, report submissions, and criminal summons entries.

Issue correction notifications to appropriate County agencies. Maintain filing systems and ensure secure document storage and retrieval. Expungements Processing: Conduct extensive criminal history research for court-ordered, immediate, and RWOP expungement requests.

Prepare departmental correspondence regarding recommendations and compliance. Staff Support, Training & Leadership: Train new employees and provide operational support to Records Section as needed. Serve as shift leader and supervise Records Section employees in supervisor absence.

Assist with section projects and other operational needs. Other Duties: Perform other related duties as assigned. SUPERVISORY RESPONSIBILITIES: This position has no supervisory responsibilities.

MINIMUM REQUIRED EDUCATION/EXPERIENCE High School Diploma or GED and four (4) years of related experience or an equivalent combination of education and experience. REQUIRED CERTIFICATIONS, LICENSES, AND REGISTRATIONS: Obtain and maintain CN1 NCIC certification, Maryland Police Training Center Instructor Certification, State of Maryland METERS/NCIC Instructor Certification. Possession of a valid driver's license.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES: Considerable knowledge of office practices, procedures and equipment. College coursework in related field or equivalent combination of education and experience, experience in the field of law enforcement would be preferred. Knowledge of police procedures would be an advantage; however, not a requirement.

Must have experience with completing research through electronic resources, gathering and interpreting information, analytical thinking skills, and communicating and documenting findings in compliance with policy, procedures and applicable laws. Demonstrate acceptable typing ability. Ability to multi-task and effectively utilize time management skills on a regular basis.

Ability to establish and maintain effective working relationship with others. Ability to maintain confidentiality and comply with all regulations and legal requirements. Possession of UCR certification, NCIC CN1 certification, MPTC Instructor Certification and/or NCIC Instructor Certification.

It is imperative that statistical information and police documents are thoroughly reviewed for the purpose of accuracy and completeness.

Incumbent must exert sound judgment to interpret documents such as legal requirements, safety rules, operating and maintenance instructions, and procedure manuals. Ability to compile numerous reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
