Job description

Overview
Senior level position providing direct cost estimating analysis to the Department of the Navy (DON) Office of the Assistant Secretary of the Navy, Financial Management and Comptroller, (OASN (FM&C)) Naval Cost Agency. Position requires support to high visibility Navy programs and Senior leaders within the Department of Navy.
Responsibilities
  • Develop / conduct Life Cycle Cost Estimates, Independent Cost Estimates (ICE), and/or Independent Cost Assessments (ICA) for Department of Navy (DON) programs
  • Provide ICE development support, Component Cost Estimate (CCE) development support and analytical support for DON MDAP Milestones, production readiness/deployment, and sustainment reviews for ACAT I programs
  • Provide economic analytical services to include the performance of studies, conducting research, conducting data collection, performing industry analyses, developing and analyzing metrics, and the presentation of findings to senior leaders in the DON
  • Salary Range: $80,000 - $120,000/Year, DOE

Skills Required
  • Minimum of 8 years of DoD acquisition / cost estimating experience
  • Bachelor's degree in business, economics, engineering or related field required
  • 24 semester hours of quantitative course work (mathematics, statistics, engineering, physics, chemistry, etc.) to include at least three hours of college level calculus required
  • Must have experience working for or supporting DoD acquisition programs; Major Defense Acquisition Program (MDAP) experience preferred; Experience in Navy ship / sub estimating and/or fixed wing aircraft experience strongly preferred
  • Must have experience with theories, principles, and practices of cost analysis to develop independent cost estimates and to evaluate techniques used in generating program cost estimates
  • Must have experience in developing and applying analytic methodologies and principles
  • Must have experience developing Economic Analyses, Analyses of Alternatives, and Affordability Analyses
  • Must have Proficiency in Microsoft Office (Excel, Word, and PowerPoint)
  • Certification in the Cost Estimating career field by a recognized professional society or educational organization (e.g, ICEAA CCEA) preferred
  • Life cycle cost estimate development, risk/uncertainty analysis, and model documentation. Experience leading or contributing to the creation of a DoD program's initial life cycle cost estimate a plus
  • Active DoD Secret Clearance required

Education
Bachelor's degree required, preferably in math, engineering, business, or the sciences.
