Job Summary:
ShiftCode Analytics, Inc. is working with the North Carolina Department of Health and Human Services (NC DHHS) to find a Senior Application Systems Analyst and Designer. The role involves implementing solutions for HR1 and payment error rate reduction changes for FNS/SNAP programs, including gathering user requirements, designing application components, and collaborating with various stakeholders.
Responsibilities:
• Gather and evaluate user requirements in collaboration with product owners and engineers.
• Document and illustrate design ideas using POCs.
• Design graphic user interface elements, like menus, tabs and widgets.
• Build page navigation buttons and search fields.
• Develop UI mockups and prototypes that clearly illustrate how sites function and look like.
• Prepare and present rough drafts to internal teams and key stakeholders.
• Conduct layout adjustments based on user feedback.
• Help creating user stories based on the application design
• Help creating test scenarios and help test in some scenarios
Qualifications:
Required:
• Proven work experience as an Application Systems Analyst and Designer or similar role for web applications
• Proven experience working on a variety of design projects involving web-based applications
• Up-to-date knowledge and hands on working experience of design software like Adobe Illustrator and Photoshop
• Ability to develop relationships/partnerships with customer by responding to needs and exhibiting a sense of urgency; independently identify options.
• Ability to organize, prioritize, and follow complex and/or detailed technical procedures.
• Business knowledge and experience implementing SNAP and other federal programs as per the policy requirements.
• Experience designing applications using the social services case management COTS products
• Experience designing and/or developing dashboards using Power BI
• Experience with Agile (Scrum, Kanban, or SAFe) development
Preferred:
• Experience designing applications using low code no code technologies like Salesforce, Microsoft dynamics and others.
• Knowledgeable in DevOps practices and Shift Left testing
