Job description

Title: Program Manager (Senior) Clearance Type: Secret Scope: The Senior Program Manager serves as the lead authority responsible for planning, directing, and coordinating all operational, administrative, and technical aspects of a NAVSEA Professional Support Services (PSS) contract. This role ensures the successful execution of contract requirements by establishing policies, overseeing daily operations, and strategically managing personnel and material resources. The Senior Program Manager is accountable for overall Task Order performance, customer satisfaction, and mission alignment.

Responsibilities (including but not limited to) : * Program Leadership & Oversight - Provide strategic direction and operational leadership for all activities under the NAVSEA PSS Task Order, ensuring full compliance with contract requirements and NAVSEA mission objectives. * Cross‑Functional Integration - Effectively integrate General Administration, Business & Financial Management, and Strategic Planning support across all functional areas to deliver cohesive, high‑quality services. * Task Order Accountability - Assume direct responsibility for Task Order performance, including cost, schedule, quality, and deliverable execution.

* Policy & Process Development - Formulate, implement, and refine policies, procedures, and operational frameworks that enhance efficiency, consistency, and contract performance. * Technical & Analytical Execution - Lead the execution of complex technical requirements, analyses, and assessments as defined in the Statement of Work (SOW), ensuring accuracy, rigor, and alignment with NAVSEA standards. * Business & Financial Management - Oversee financial planning, budget execution, cost control, and reporting activities to ensure transparency and fiscal responsibility.

* Resource Planning & Workforce Management - Strategically plan and allocate personnel, materials, and other resources to meet evolving program needs and mission priorities. * Stakeholder Engagement - Serve as the primary interface with NAVSEA leadership, government customers, subcontractors, and internal executives to ensure clear communication and timely issue resolution. * Risk & Issue Management - Identify program risks, develop mitigation strategies, and proactively address challenges that may impact performance or mission outcomes.

* Reporting & Documentation - Ensure timely, accurate, and compliant submission of all required reports, deliverables, and documentation. Qualifications * Bachelor's Degree in Engineering or Business Management, or another related field. * 15 years of related experience.

Desired Qualifications: * 20 years of management experience with the Department of Defense (DoD). * Programmatic, Administrative, Financial, Information Technology tasks/support experience. * Post-graduate degree in technical or management related areas.

* Project Management Professional (PMP) certification and/or DAWIA Level III Certification in Program Management.
