Job Description:
The Emergency Preparedness (EP) Subject Matter Expert (SME) provides parttime support (up to 29 hours per week) to NAVSEA 04 in developing, maintaining, and improving emergency preparedness and crisisresponse capabilities. The EP SME will travel to SEA 04 headquarters at the start of the effort to coordinate with stakeholders, establish goals and deliverables, and develop a timeline for required products. Additional travel will occur as needed to support meetings, training, and operational requirements.
The EP SME develops, compiles, and maintains products that ensure trained and ready personnel are available to represent NAVSEA 04 during crisis response operations in the NAVSEA Operations Center (NOC). Responsibilities include assisting SEA 04 in establishing emergency preparedness requirements, recommending commandlevel issuances, developing formal training program guidance, reviewing operational procedures, and providing training sessions related to emergency preparedness culture and response capabilities.
The EP SME maintains key emergency response documentation and tools, including contact lists, recall lists, qualification syllabi, watch-bills, battle books, calendars of major exercises, and repositories of fire response plans, directives, evaluation reports, and lessons learned. The role requires coordination with SEA 05, SEA 09, SEA 00R EM, SEA 00C, SEA 00D, and other stakeholders to ensure interoperability and standardized response products.
The EP SME attends meetings (virtual or inperson), provides written interim status reports, and delivers a final report summarizing all support provided, including recommendations for sustaining and improving the training program. The position requires independent judgment, creativity, and the ability to work under general supervision while managing multiple tasks.
To ensure compliance with NAVSEA ethics guidance, this position is strictly operational and does not involve contract actions or procurement activities. The Emergency Preparedness SME will not participate in source selection, contract evaluations, or any decisions related to contract award or administration. All support provided is limited to emergency preparedness, training, documentation, and coordination.
Required Skills and/or Experience:
Extensive experience in casualty response procedures and policies for nuclearpowered ships and submarines, including Echelon II NAVSEA response organizations.
Demonstrated expertise in emergency planning, radiological incident response, and NPW emergency preparedness across multiple commands.
Proven ability to develop, revise, and maintain emergency response plans, operational procedures, and training programs for nuclear and radiological operations.
Experience coordinating across senior Navy organizations, including NAVSEA, COMSUBPACREP, COMUSNAVEUR, CNAP, and shipyard commands.
Strong background in developing structured documentation such as SOPs, qualification syllabi, watch-bills, training materials, and emergency response guides.
Significant leadership experience managing large technical teams and complex industrial operations, including shipyard, NPW, and emergency response environments.
Ability to deliver training sessions, evaluate personnel, and improve organizational emergency preparedness culture.
Strong written communication skills, including producing reports, assessments, and program documentation.
Ability to work independently, exercise judgment, and manage multiple tasks under general supervision.
