The Project Engineer II is responsible for providing technical leadership and engineering support for U.S. Navy ship repair, maintenance, and modernization projects. This position serves as the primary engineering resource supporting Program Management, Production, Planning, Quality Assurance, and Government stakeholders throughout all phases of project execution.
The Project Engineer II interprets and applies NAVSEA contract requirements, technical specifications, Standard Items, drawings, military standards, and engineering references to ensure work is executed safely, efficiently, and in full compliance with contractual requirements. The position develops engineering work packages, Production Control Procedures (PCPs), Critical Lift Plans, Weight and Moment Reports, technical calculations, and other engineering deliverables required to support production.
The Project Engineer II provides sound technical guidance to project leadership, resolves engineering issues encountered during execution, and supports negotiations involving technical scope, Requests for Contract Change (RCCs), Contract Field Requests (CFRs), Requests for Equitable Adjustment (REAs), and Government-directed changes. This position is expected to identify and challenge unauthorized scope growth through objective technical analysis while maintaining strong working relationships with Government representatives and customers.
Requirements
Serve as the primary technical engineering representative assigned to NAVSEA surface ship repair and modernization availabilities.Â
Interpret contract specifications, NAVSEA Standard Items, Joint Fleet Maintenance Manual (JFMM), Technical Manuals, Standard Drawings, Ship Alteration Records, Military Standards, and applicable engineering codes to ensure technical compliance throughout project execution.Â
Develop, prepare, review, and maintain Production Control Procedures (PCPs), engineering work packages, technical procedures, engineering calculations, temporary support designs, and installation instructions.Â
Prepare Critical Lift Plans, Weight and Moment Reports, rigging plans, temporary structural calculations, and other engineering documentation necessary to safely execute complex shipboard work.Â
Research engineering requirements utilizing first-, second-, and third-tier technical references, ensuring all technical decisions are based upon the governing contractual hierarchy.Â
Provide engineering support during planning, execution, testing, and final certification activities.Â
Review contract requirements and technical documentation to identify design conflicts, constructability concerns, and execution risks prior to production.Â
Evaluate engineering issues discovered during production and develop practical, cost-effective technical solutions while minimizing schedule impacts.Â
Coordinate engineering activities with Program Management, Production, Planning, Procurement, Estimating, Quality Assurance, Test Engineering, and subcontractors to support successful project execution.Â
Participate in production meetings, Integrated Product Team (IPT) meetings, technical reviews, Government meetings, and ship checks.Â
Support development of engineering solutions for structural, mechanical, electrical, combat systems, piping, HVAC, auxiliary systems, and shipboard modifications.Â
Review customer Requests for Information (RFIs), Liaison Action Requests (LARs), Technical Queries (TQs), Contract Field Requests (CFRs), and engineering changes to determine technical and contractual impacts.Â
Provide technical evaluations supporting Requests for Contract Change (RCCs), growth work proposals, Requests for Equitable Adjustment (REAs), and change order negotiations.Â
Identify contract scope versus Government-directed growth work and provide technical justification supporting equitable contract modifications.Â
Professionally challenge technical direction or Government requests that exceed contractual requirements through documented engineering analysis and contractual references.Â
Guide Program Managers in making informed technical decisions affecting cost, schedule, risk, quality, and contract compliance.Â
Support Quality Assurance by ensuring engineering documentation satisfies inspection, testing, certification, and Objective Quality Evidence (OQE) requirements.Â
Assist with development and review of testing procedures, Work Authorization Forms (WAFs), Integrated Test Plans (ITPs), test memorandums, and turnover documentation.Â
Monitor engineering deliverables to ensure timely completion in support of project milestones.Â
Maintain complete engineering records in accordance with company procedures and customer requirements.Â
Promote safe work practices and ensure engineering solutions comply with all safety regulations and NAVSEA requirements.Â
Perform other duties as assigned.Â
Thorough understanding of NAVSEA Standard Items, Joint Fleet Maintenance Manual (JFMM), military specifications, ship drawings, and Government contract requirements.Â
Working knowledge of Navy modernization programs, depot maintenance, and surface combatant repair activities.Â

Ability to work effectively within cross-functional teams in a fast-paced ship repair environment.Â
Strong negotiation support skills related to engineering scope, contract interpretation, and technical change management.Â
Proficiency with Microsoft Office Suite. Experience with AutoCAD, Bluebeam, Microsoft Project, and engineering document management systems is preferred.Â
Preferred Qualifications
Licensed Professional Engineer (PE) or Engineer-in-Training (EIT) certification.Â
Experience supporting DDG, CG, LCS, LPD, CVN, or submarine availabilities.Â
Experience with NAVSEA Standard Items, 4E Specifications, Standard Drawings, Ship Alteration (SHIPALT) packages, and Combat Systems modernization.Â
Experience supporting Requests for Contract Change (RCCs), Contract Field Requests (CFRs), Requests for Equitable Adjustment (REAs), Undefinitized Contract Actions (UCAs), and engineering change management.Â
Familiarity with Earned Value Management (EVM), Integrated Master Schedules (IMS), and production planning.Â
Experience supporting NAVSEA, Regional Maintenance Centers (RMC), Military Sealift Command (MSC), U.S. Coast Guard, or equivalent government ship repair programs preferred.Â
Demonstrated experience interpreting complex technical specifications and engineering documentation.Â
Physical Job Requirements
Ability to access all areas of vessels under construction or repair, including climbing ladders, entering confined spaces, and working aboard ships in industrial environments.Â
Ability to wear required Personal Protective Equipment (PPE).Â
Ability to occasionally lift up to 30 pounds.Â
Education/Certification Requirements
Bachelor's degree in Mechanical Engineering, Marine Engineering, Naval Architecture, Electrical Engineering, Civil Engineering, or related engineering discipline.Â
