Job Description

BryceTech is seeking an experienced Program Manager to lead a multidisciplinary team supporting the National Guard Bureau's Domestic Operations (DOMOPS) mission. This executive leadership position serves as the primary interface between BryceTech and Government leadership, providing strategic direction, operational oversight, and program management for a complex mission supporting Defense Support of Civil Authorities (DSCA), continuity planning, current operations, cyber integration, mission assurance, CBRN/CWMD preparedness, and exercise support.

The Program Manager will be responsible for ensuring exceptional contract performance while leading a geographically dispersed team supporting high-visibility national security missions. The successful candidate will oversee daily operations, maintain operational readiness, ensure rapid response during contingency operations, and foster trusted relationships with senior Government stakeholders across the National Guard Bureau, Department of Defense, interagency partners, and state National Guard organizations.

This position requires an accomplished leader with extensive experience supporting military operations, homeland defense, emergency management, or National Guard missions who can successfully manage personnel, contract performance, customer expectations, and mission execution in a dynamic operational environment.

Key Responsibilities

  • Serve as BryceTech's senior program representative and primary point of contact for all contractual, technical, and operational matters
  • Provide executive leadership and strategic direction for all contractor personnel supporting the Domestic Operations mission
  • Ensure successful execution of contract requirements across current operations, DSCA, continuity, mission assurance, cyber operations, CWMD, exercise planning, and program management activities
  • Develop and maintain collaborative relationships with National Guard Bureau leadership, Combatant Commands, Joint Staff, Federal agencies, and state National Guard organizations
  • Direct contract performance to ensure compliance with all performance objectives, quality standards, and service level requirements
  • Lead program planning, staffing, resource allocation, risk management, and execution activities
  • Establish program management processes that promote operational excellence, accountability, and continuous improvement
  • Oversee recruiting, retention, succession planning, employee development, and workforce readiness
  • Monitor contract performance metrics and implement corrective actions when necessary
  • Provide executive-level briefings, program status reports, and strategic recommendations to Government leadership
  • Lead transition, surge, and continuity planning activities to ensure uninterrupted mission support during emergencies or contingency operations
  • Coordinate closely with Government leadership during domestic incident response activities and national-level events
  • Manage subcontractor performance and ensure effective integration across the contractor team
  • Foster a culture of collaboration, innovation, responsiveness, and mission focus
  • Ensure contractor personnel maintain required security clearances, certifications, and operational readiness
  • Support proposal development, contract modifications, staffing adjustments, and future mission expansion activities as requested
Qualifications

Required Qualifications

  • Active Top Secret security clearance with the ability to maintain SCI eligibility throughout employment (TS/SCI)
  • Bachelor's degree in business administration, public administration, emergency management, homeland security, military science, organizational leadership, or a related discipline
  • Minimum of 15 years of progressively responsible leadership experience supporting Department of Defense, National Guard, homeland security, emergency management, military operations, or related Federal programs
  • Minimum of 8 years managing large, multidisciplinary technical or professional services contracts
  • Demonstrated experience leading geographically dispersed teams supporting high-tempo operational environments
  • Experience supporting National Guard Bureau, U.S. Northern Command, Joint Staff, FEMA, Combatant Commands, or other homeland defense organizations
  • Experience managing programs supporting Domestic Operations, Defense Support of Civil Authorities, continuity programs, emergency preparedness, or mission assurance
  • Demonstrated success managing customer relationships with senior executive leadership
  • Strong financial management, contract administration, schedule management, and risk management experience
  • Excellent written and verbal communication skills with experience preparing executive briefings and strategic reports
  • Ability to lead during contingency operations, emergency response events, and rapidly evolving operational situations

Preferred Qualifications

  • Master's degree in a related discipline
  • Former military officer (O-5/O-6 or above) or senior civilian leader with operational leadership experience
  • Experience supporting National Guard Bureau J3, J35, J7, Joint Staff, or U.S. Northern Command
  • Experience leading 24/7 current operations or emergency operations center support contracts
  • Knowledge of Defense Support of Civil Authorities policies and doctrine
  • Familiarity with National Incident Management System (NIMS), Incident Command System (ICS), and the Stafford Act
  • Experience supporting continuity of operations (COOP), continuity of government (COG), or mission assurance programs
  • Experience managing cyber operations, homeland defense, CBRN/CWMD, or critical infrastructure protection initiatives
  • Previous responsibility for programs supporting multiple Federal stakeholders and interagency coordination
