Anticipated End Date: Through 2026; specific contract end dates will be determined per assignment

Base of Designation: Remote
PURPOSE
World Learning seeks a Proposal Writer to develop technical narratives for Education Cannot Wait Lebanon, which focuses on Education in Emergencies. Deliverables include draft 1 and draft 2 for each assignment.
DESCRIPTION OF SERVICES
  • Serve as lead writer for an upcoming opportunity and transform the technical strategy and design into a compelling narrative.
  • Produce technical narrative drafts that are both compliant with the solicitation.
  • Contribute to technical annex development, as needed.
  • Participate in design sessions and review meetings.
  • Ensure seamless integration of consolidated inputs and revisions into technical drafts.
  • Other tasks, as assigned.

QUALIFICATIONS
  • Bachelor's degree in English, international development, education, or a related field; master's preferred.
  • At least seven years of relevant professional experience, including a minimum of five years in program design or management of multilateral donor-funded projects.
  • Expertise in working on education projects in emergency contexts, Lebanon preferred.
  • Strong technical writing, editing, and synthesis skills; experience in competitive proposal writing preferred.
  • Ability to translate complex information into clear, concise, and compelling work products.

Evaluation Criteria
The consultancy award will be based on a combination of factors, including best value, consultant qualifications, and experience, and interviews.
