Job Description

Proposed Work Location: Census Bureau Headquarters, Suitland, Maryland

SNAP is pursuing a contract with the U.S. Census Bureau to provide an experienced Sr. Lead Developer. The preferred candidate will possess Census Bureau experience, excellent people and
leadership skills, and great communication and presentation skills. This position will lead and will serve as a mentor for a team of Developers on a large program supported by more than 100 full-time employees.

The selected candidate will perform the following duties (this is not a comprehensive list of all duties to be performed):

  • Provide software development services including designing, developing, implementing and, maintaining software applications and databases necessary to access, process, manipulate, manage and store data used to support the 2020 Census, ACS, EDS and GSS programs and other ADDC supported Census Bureau programs. Support will be for new and existing systems

  • Provide an application architecture services that focuses on how to create overarching modules, designs, and standards for the software

  • Provides architecture services that determines the proper coding language, the coding library approaches, and operating systems

  • Work as part of a collaborative team with the DITD technical staff, subject matter experts, and other Census Bureau contractors to support software/database/system development for the following existing and future systems supporting Decennial programs. This includes but not limited to systems within the Decennial Directorate.

  • Quality control operations by providing the mechanism for selecting quality control samples as well as validating production interview data against administrative records sources and by providing a tool for clerical matching to compare the production interview data against re-interview data.

  • Automated systems for processing the comparison of address and person data collected and
    processed by Decennial Census and surveys. The systems will include both interactive and non-interactive processes for clerical and computer matching.

Qualified candidates should have:

  • Previous experience working as a Lead Developer on a similar-sized project with the one or more skills in the following developer language(s) and tools:

  • Software (required to proficiency at least one or more):

    • Oracle Database 11g or higher; MYSQL; SAS; PL/SQL; SQL (ANSI); ORACLE APEX; JAVA; JAVA Script; Ajax and/or other front-end skills; ERSI ARCGIS for desktop; ESRI
      ARCGIS for SERVER; ESRI ARCGIS for PORTAL; ESRI ARC SDE geo database (ORACLE); ORACLE WebLogic; ORACLE OBIEE; ORACLE OID; ORACLE ACCESS MANAGER; SAFE SOFTWARE FME DESKTOP SERVER AND ENGINE; Apache; JBOSS; IIS; JDEVELOPER; ECLIPSE; Shell Scripting; Perl Scripting; PBS Pro Workflow; Tomcat.

  • Software/Applications Tools:

    • HP UFT/Selenium (Automated Testing); Hewlett Packard Application Lifecycle Management (HP ALM) Tool; Microsoft Professional Suite including VISIO and SharePoint (2010 or newer); JIRA Agile/Version One; TOAD; Jama/Rally (Requirements Management; Just In Mind/Axure RP (Rapid Prototyping); Subversion; GIT; MAVEN; JENKINS; Serena Version Manager; Serena Business Manager (SBM)

Education/Certifications

  • Bachelor's degree in a related field plus a minimum of 5 years of related experience
