Description
Responsible for performing skilled and creative work in the planning, production, and editing of multimedia content that promotes York County programs, services, initiatives, and community events. Produces compelling visual content for digital platforms, social media, the County website, local government television programming, livestreams, presentations, and other public information channels. Assists with all phases of multimedia production, including concept development, scripting, filming, photography, editing, motion graphics, and content distribution.
Job responsibilities may include any of the following, depending on the incumbent's functional assignment. This is not intended to be an exhaustive list of duties, but rather a representative sample of the work performed.
Plans, produces, shoots, and edits high-quality video content promoting County services, programs, initiatives, events, and community engagement efforts.
Produces informational, educational, promotional, feature, and special event videos for distribution through the County website, social media platforms, local government television programming, presentations, and other communication channels.
Coordinates all phases of production, including concept development, scripting, scheduling, location scouting, interviews, filming, directing, and post-production.
Operates professional video cameras, photography equipment, lighting, audio equipment, teleprompters, and other production equipment to capture high-quality visual content.
Edits video using professional non-linear editing software, incorporating graphics, animation, music, sound design, captions, and color correction to produce polished finished products.
Creates motion graphics, title sequences, lower thirds, animations, and other visual elements consistent with County branding standards.
Captures and edits photography for use in County publications, websites, social media, presentations, marketing materials, and other public information efforts.
Produces and assists with livestreams of Board meetings, public meetings, press conferences, special events, and other County productions.
Directs and coaches County staff, elected officials, and other on-camera participants during interviews and video productions.
Collaborates with County departments to develop creative concepts and communication strategies that effectively inform and engage the public.
Produces multimedia content supporting emergency communications, public information campaigns, tourism, economic development, internal communications, and other County initiatives.
Ensures all multimedia content complies with County branding, accessibility, and communication standards, including captioning when appropriate.
Prepares and distributes completed media across digital platforms, social media, cable television programming, presentations, and other communication channels.
Maintains and organizes digital media libraries, archived footage, photography, graphics, project files, and other production assets.
Operates and maintains production equipment and recommends repair or replacement as necessary.
Writes and edits scripts, storyboards, interview questions, production outlines, and promotional copy.
Assists in evaluating and implementing new production techniques, software, equipment, and emerging technologies.
Researches and incorporates current trends and best practices in video production, photography, digital media, and visual communications
Minimum Qualifications
Bachelor's degree in communications, journalism, film or video production, digital media, marketing, public relations, graphic design, or a related field, and a minimum of five (5) years of professional multimedia or video production experience; or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities. Experience with Adobe Creative Cloud applications and professional camera systems is preferred.
Requires a valid driver's license issued by the Commonwealth of Virginia.
Possession of, or ability to obtain, an FAA Part 107 Remote Pilot Certificate.
Ability to travel throughout York County to various production locations.
This job is contingent upon successful completion of pre-employment checks to include driving record, criminal history and background checks.

Physical Demands
Must be physically able to operate professional video, photography, lighting, audio, computer, and office equipment. Requires walking, standing, climbing, bending, kneeling, and working in indoor and outdoor environments under varying weather conditions. Must be able to lift and carry production equipment weighing up to 40 pounds.
