Location: Work is performed on-site at the OPC Program Office in Mobile, AL & Part-time (approx. 6 hours per week).


Position Summary:

The Project Manager is responsible for all Contractor work in this position summary and serves as the single point of contact for the Contracting Officer (KO) and the Contracting Officer's Representative (COR). This program supports Electronic SharePoint Database including Data Management, Documentation & Administration, Integrated Master Schedule (IMS) and Earned Value Management (EVM) and Earned Value Management System (EVMS) Surveillance, Technical Support Management (TSM) system Deficiency Records Management, Integrated Logistic Support (ILS) Outfitting and Configuration Personnel Qualifications/Capabilities, and Business and Contracting Officer Representative Support.


Responsibilities:

  • Be responsible for all Contractor work described in this position summary
  • Serve as the single point of contact for the Contracting Officer and the COR
  • During any absence, ensure one alternate has full authority to act for the Contractor on all matters relating to work performed under this contract
  • Retrieve from each employee ua weekly assessment of work performed, to support the monthly invoice validation and documentation process
  • Ensure employees' timesheets, timecards, or other timekeeping mechanism are signed by the COR or ACOR at the end of each week
  • Be available to the COR by telephone between 0900 and 1700 CST, Monday through Friday, and respond to a request for discussion or resolution of technical problems within 24 hours of notification
  • Ensure Contractor employees understand and abide by DHS established rules, regulations, and policies concerning safety and security
  • Performs other related duties as assigned
Requirements:

Required Qualifications:

•**Active Secret-level security clearance required**

• Bachelor's degree, or at least 5 years of experience relevant to this particular role/contract

• At least 4 years of experience in a project management role

• Knowledge of ship construction

• Familiarity with shipbuilding processes and Earned Value Management (EVM/EVMS) concepts sufficient to lead and guide technical staff

• Proficiency in Microsoft Office (Word, Excel, PowerPoint), Microsoft Project or equivalent scheduling tools, and SharePoint

• Strong written and oral communication skills; ability to read, write, speak, and understand English

• Demonstrated ability to lead distributed teams and produce executive-level briefings, reports, and decision documents

• Strong organizational and analytical skills with a track record of managing complex, multi-stakeholder federal programs

• Proven ability to manage and lead small to mid-sized teams in a federal contractor environment

• Consistent attention to detail with the ability to identify discrepancies

• Ability to organize necessary resources, including people, tools, and time to meet tight deadlines and achieve desired results

• Ability to prioritize and handle multiple project deadlines


Other Requirements:

• U.S. citizenship required

• Must obtain a DHS Common Access Card (CAC)

• Must execute DHS Non-Disclosure Agreement (DHS Form 11000-6) as a condition of employment

• Position requires moderate walking and movement through an active shipyard and OPCs under construction
