This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Job Summary:

The Department of Occupational Health Services is seeking a full-time administrative physician within the MTA Department of Occupational Health Services. This position will provide support on emerging projects such as: review of medical documents for quality assurance/quality improvement; implementing telemedicine strategies to enhance the efficiency of medical assessments; and developing and implementing projects to improve the department's operational capacity and availability (such as fast-track case management, expansion of mobile medical assessments, and projects which will improve return to work process).  This position will assist both the Assistant Medical Director and Medical Director with operational, Labor, union, and policy review.  Additionally, this position will provide clinical support in performing pre-employment medical assessments.  Obtaining a medical review officer (MRO) certification is required within 6 months of the start date. 

Responsibilities:

• Perform medical chart review for quality assurance and quality improvement.
• Perform audit activities to ensure compliance with organizational, local, state and Federal regulations. 
• Perform medical chart review to assist Labor Relations and/or Law Department on arbitration or legal matters.
• Perform Medical Review Officer duties.
• Assist the Assistant Medical Director and Medical Director on MRO-related case reviews.
• Perform pre-employment physical exams as needed.
• Perform medical review on reinstatement and grievance requests.
• Work with the Assistant Medical Director and Medical Director on gathering data for annual performance evaluations and workload review.
• Assist the Assistant Medical Director and Medical Director in creating training manuals, didactic presentations, administrator training sessions, and case review.
• Develop creative solutions to improve clinic workflows.
• Performs other duties as assigned
• Complies with all policies and standards
• May be required to work hours outside regular work hours, as applicable
• Observes the work performed by contractors, as applicable
• Reviews invoices and approves them if the work has contractual standards, as applicable
• Addresses performance issues with the contractor when possible, as applicable
• Escalates issues to other parties when needed, as applicable

Required Knowledge/Skills/Abilities:

• Physician must be able to meet the judicial review timeline under Article 78 of the New York Civil Practice Law and Rules.
• Must have strong organizational skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.
• Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
• Demonstrated analytical capabilities and quantitative skills.

• Demonstrated ability to work with all internal levels within a given organization, including the MTA Board.

Required Education and Experience:

• Requires a medical license to practice medicine in the State of New York.
• Minimum 2 - 3 years clinical medical practice, satisfactory patient care, or residency program experience.  Specialty Board Certification or eligibility may be substituted for one year of this experience.
• Minimum 1 year of experience and possess or acquire a solid foundation, knowledge, and/or experience in the areas of utilization management, quality improvement, and employee fitness for duty requirements.
• Minimum 1 year of experience and possess a working knowledge of Occupational Health & case management operations and administrative standards and policies.
• Minimum 1 year of experience and strong computer skills and working knowledge of the Electronic Medical Records System (i.e., EPIC, Cority OH Suite).
• Minimum 1 year of experience and ability to build rapport with medical staff and OHS medical leadership to obtain the buy-in and collaboration necessary to achieve desired outcomes.
• Medical Review Officer (MRO) certification is required within 1 Year.

The Following is/are preferred:

• Knowledge of the Federal Drug and Alcohol Administration Testing Program.
• Knowledge of the Federal Transportation Administration.
• Must have knowledge of the Current Department of Transportation testing regulations.
• Demonstrated ability to communicate and interact well with external agencies.  External agencies may include the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.
• Demonstrated ability to communicate effectively with key internal and/or external stakeholders.

Other Information

May need to work outside of normal work hours (i.e., evenings and weekends)

Travel may be required to other MTA locations or other external sites.
